BARAMULLA: Police have registered an FIR in Baramulla over the alleged fabrication of court decrees and certified judicial documents purportedly used to facilitate the illegal transfer of Custodian property, with two judicial employees taken into custody, officials said.
According to police, FIR No. 99/2026 has been registered at Police Station Baramulla under various provisions of the Bharatiya Nyaya Sanhita (BNS) on a complaint filed by Sub-Judge (Judicial Magistrate) Baramulla Majid Farooq Mir.
The complaint followed a fact-finding inquiry into the alleged preparation and issuance of forged certified copies of a judgment and decree in a civil suit that, according to the complaint, did not exist.
The matter came to light after the Anti-Corruption Bureau (ACB), Baramulla, sought certified copies of the judgment, decree and connected records in a civil suit purportedly titled Rabia Rashid vs Abida Malik, allegedly decided on January 22, 2021. However, officials were unable to trace any record of the case in the District Record Room.
According to the complaint, the ACB later produced photocopies of purported certified copies of the judgment and decree allegedly issued from the District Record Room on June 28, 2025, bearing the signatures of the Sub-Judge. The absence of the original case file prompted the judicial officer to report the matter to the Principal District and Sessions Judge, Baramulla.
A fact-finding inquiry conducted by the Additional District and Sessions Judge reportedly concluded that fake certified copies had been prepared and placed before the Sub-Judge for signatures by misleading him. The inquiry also observed that no such civil suit had been instituted or decided in the court.
Following the inquiry, the Principal District and Sessions Judge directed the Sub-Judge to lodge an FIR.
Police have named three court employees as accused: Senior Assistant Abdul Ahad Lone, Orderly Nissar Ahmad Bhat and Orderly Bashir Ahmad Peer.
Officials said Abdul Ahad Lone and Nissar Ahmad Bhat have been taken into custody, while efforts are underway to secure Bashir Ahmad Peer.
According to the FIR, the allegedly forged court decree and certified documents were purportedly used in favour of Rabia Manzoor, wife of Manzoor Ahmad Ganie of Sheipora, Pattan, and Abida Malik (since deceased), wife of Khalid Feroz of Chinar Colony, Barzulla.
Police are also investigating whether the alleged forged judicial documents were used to obtain mutation or ownership rights over Custodian property and whether similar forged court records were used in other land transactions.
The investigation is continuing, and officials said further arrests and legal action may follow depending on the outcome of the probe.
