Srinagar: Chief Secretary Atal Dulloo on Monday inaugurated 12 Common Services Centre (CSC) Digital Excellence Centres across Jammu and Kashmir and directed departments to strengthen the CSC network to improve doorstep delivery of government services.

The directions were issued during a review meeting attended by senior government officials, including the Additional Chief Secretary, Finance, Commissioner Secretary, Information Technology, administrative secretaries, Chief Executive Officer of the Jammu and Kashmir e-Governance Agency (JaKeGA) and Deputy Commissioners through video conferencing.

The newly inaugurated Digital Excellence Centres have been established in Anantnag, Ganderbal, Kupwara, Pulwama, Shopian, Srinagar, Kathua, Jammu, Reasi, Kulgam, Ramban and Samba districts. The centres are intended to promote digital governance, enhance the capacity of Village Level Entrepreneurs (VLEs), improve digital literacy and facilitate the delivery of Government-to-Citizen (G2C) services.

Reviewing the performance of CSCs, Dulloo said the network of more than 15,500 active centres could play a key role in strengthening grassroots digital governance and ensuring access to government services in remote areas.

He directed the Revenue Department, Deputy Commissioners and CSC Special Purpose Vehicle (CSC SPV) to jointly prepare an operational framework for conducting the digital crop survey through CSCs and complete the exercise by September. He said timely completion would help make Jammu and Kashmir eligible for incentives under the AgriStack programme.

The Chief Secretary also asked the Divisional Commissioners, Deputy Commissioners and Revenue Department to prepare a roadmap for completing the creation of Farmer IDs under AgriStack by August 15 and accord priority to the initiative.

He further directed that CSCs be assigned the role of BharatNet Udyamis at the Panchayat level under the amended BharatNet Programme to strengthen rural digital connectivity and service delivery.

Calling for expansion of services available through CSCs, Dulloo instructed the Information Technology Department and CSC SPV to integrate additional government services beyond the existing 350 services available on the platform. He specifically sought early integration of Labour Department services, the Single Window System, Mission YUVA, Jammu and Kashmir Competitiveness Improvement Project (JKCIP) and SEHAT.

The Chief Secretary also directed departments to integrate platforms such as the Ayushman Bharat Digital Mission (ABDM), Unified Lending Interface (ULI), DigiLocker and Goods and Services Tax (GST) return filing with the CSC ecosystem to enable citizens to access multiple public services through a single digital interface.

He also asked stakeholders to explore the engagement of CSCs as Direct Selling Agents for J&K Bank and utilise the network to expand services under the Unified Lending Interface.

Commissioner Secretary, Information Technology, Saurabh Bhagat, informed the meeting that more than 15,500 active CSCs had facilitated lakhs of citizen-centric transactions during 2025-26, including Aadhaar services, banking, insurance, digital payments, tele-law, education and doorstep delivery of government services.

He said CSCs had also supported the implementation of flagship schemes, including Ayushman Bharat, PM-KISAN, PM Vishwakarma, PM Surya Ghar, e-Shram, Pradhan Mantri Shram Yogi Maandhan, PM Fasal Bima Yojana and the National Scholarship Portal.

J&K Head, CSC SPV, Faizan Manzoor, presented the Action Taken Report on decisions taken during the previous review meeting and said capacity-building programmes for Village Level Entrepreneurs, promotion of DigiLocker, operationalisation of the CSC grievance redressal mechanism and integration of Jansugam services had been completed.

The meeting was informed that Digital Excellence Centres in Baramulla, Budgam, Bandipora, Doda, Kishtwar, Udhampur and Poonch are expected to become operational within the next month. Officials also said work is underway to integrate additional government services, including electricity bill payments, Jammu and Kashmir Building and Other Construction Workers (JKBOCW) services, farmer registration and other citizen-centric initiatives with the CSC platform.
