Srinagar: Chief Secretary Atal Dulloo on Monday directed officials to expedite the operationalisation of the proposed Digital Arrest prevention mechanism and strengthen cyber crime prevention measures across Jammu and Kashmir.
Chairing a high-level review meeting, Dulloo assessed the progress made in enhancing the Union Territory’s cyber security framework and reviewed preparations for implementing the Digital Arrest mechanism.
The meeting was attended by the Principal Secretary, Home, Additional Director General of Police (CID), Commissioner Secretaries of IT and Law, Inspector General of Police (Crime), Senior Superintendent of Police (Crime), SP Operations and other senior officers. Officials stationed outside Srinagar participated virtually.
The Chief Secretary directed that progress on cyber crime prevention and implementation of the Digital Arrest mechanism be reviewed on a monthly basis to ensure timely execution and effective coordination among departments. He asked all concerned agencies to complete the statutory, administrative and technical formalities within the stipulated timeframe so that the system becomes operational at the earliest.
He also directed departments to upload progress on the Pragati Portal by July 20 and submit all pending proposals and required documentation within the prescribed timeline to facilitate the issuance of necessary government orders for seamless implementation.
Highlighting the growing threat of cyber fraud and online financial crimes, Dulloo stressed the need to strengthen institutional capacity through regular training and skill enhancement of officials engaged in cyber crime investigation and digital enforcement.
He also called for a comprehensive public awareness campaign through print, electronic and digital media to educate citizens about emerging cyber threats, including digital arrest scams, online financial fraud and safe cyber practices.
The Chief Secretary observed that greater public awareness, technological preparedness and coordinated institutional response were essential to effectively combat cyber crime and protect citizens from increasingly sophisticated online frauds.
During the meeting, officials gave a detailed presentation on the roadmap for implementing the Digital Arrest mechanism, infrastructure readiness, institutional preparedness, milestones achieved, existing gaps and the action plan for strengthening the cyber security ecosystem across Jammu and Kashmir. The presentation also outlined measures to improve coordination among stakeholder departments for building a robust cyber crime prevention framework.
