Srinagar Feb 06: In a public interest petition (PIP) on wholesale “cheating” of students by private tuition centers, the High Court today directed the government to submit report on teacher student ration in the tuition centers in the state besides their fee structure.

Justice Ali Mohammad Magrey and Justice Sanjeev Kumar while hearing the PIP directed the Commissioner Secretary State Education Department to submit his report in response to the compilation made by the petitioner counsel.

The compilation pertains to teacher student ration existing in the tuition centers besides the payments being charged on the students.

The petition filed in 2016 before the state’s top court pleaded for closing down all the illegal and unregistered private tuition centers in the valley.

Considering the alleged scale of virtual “extortion” of parents by the tuition centers with most of them devoid of any quality infrastructure and able tutors, the scope of the PIP was extended to all the divisions of the state.

A high level panel was later on formed which suggested closing down of all the unregistered coaching centers in the state. The directions passed till the closure order by the court in the matter were extended to Jammu division also.

Meanwhile, the High Court was informed today that even though repeated directions have been passed to concerned authorities, their execution was still deficient.

The court was further informed that various official orders passed from time to time by the government are not in consonance with the directions of the court.  Certain issues like student-teachers ration in the coaching centers has not been addressed and not made in tune with court orders, the counsel for the petitioner said.

Court was also informed that no fee structure in these tuition centers has been fixed so far and the tuition centers are fixing the fees at their own will and whim.

The petitioner’s lawyer also submitted before the court that he has already submitted the full compilation in this regard but no response has been filed by the concerned government officers till date.
