HUDD warns against use of electric shock devices on stray dogs

Srinagar: The Housing and Urban Development Department (HUDD) has warned against the sale and use of electric shock devices for handling stray dogs, saying such practices violate animal welfare laws and may also attract provisions of the Arms Act.

In a statement, the department said it had taken serious note of an electrically operated device marketed as a “Dog Stick” and advertised for protection against dogs and wild animals. The product is reportedly being advertised by a Pulwama-based firm.

HUDD said the use of electric shock guns, stun devices, electric prods or similar equipment on stray animals violates Sections 3 and 11(1)(a) of the Prevention of Cruelty to Animals Act, 1960, which prohibit causing unnecessary pain or suffering to animals.

The department also referred to provisions of the Arms Act, 1959, and Arms Rules, 2016, noting that the sale and possession of certain categories of electronic disabling devices may require licences and are regulated under law.

Officials said the matter has been taken up with the competent authorities to determine the legal classification of the device, the licence under which it is being sold and its intended use.

HUDD advised dog catchers, Animal Birth Control agencies, contractors, animal welfare organisations, municipal bodies and members of the public not to procure or use electric shock devices for catching, restraining or handling street dogs.

The department reiterated its commitment to humane and scientific management of the stray dog population and said it maintains a zero-tolerance approach towards cruel treatment of animals.
