Srinagar: Chief Secretary Atal Dulloo on Thursday launched an online Departmental Promotion Committee (DPC) Portal aimed at digitising and expediting the promotion process for government employees across Jammu and Kashmir.
The portal was launched during a review meeting of the Administrative Reforms, Inspections and Trainings Department, where the Chief Secretary assessed progress on recruitment rules, cadre restructuring, Multi-Tasking Staff (MTS) issues, and the functioning of the J&K Board of Professional Entrance Examinations (BOPEE) and Government Press.
Dulloo directed officials to ensure time-bound operationalisation of the DPC Portal and expedite the finalisation of recruitment rules for all departments. He said digital governance mechanisms should lead to greater efficiency and faster disposal of service-related matters.
Developed by BISAG-N under the supervision of the Administrative Reforms, Inspections and Trainings Department, the portal is designed to fully digitise the DPC process through a multi-tier workflow involving maker, checker and approver levels. The platform has been handed over to the General Administration Department, which will oversee its implementation across departments.
The meeting was also informed about an online portal for processing recruitment rules, developed in collaboration with BISAG-N. The portal has undergone a security audit, includes SMS alert facilities and is being integrated with the e-Office system.
Commissioner Secretary, Administrative Reforms, Inspections and Trainings, Shabnam Kamili, said the Standing Committee had held 61 meetings since January 2024 and cleared recruitment rules for 36 services, while 13 additional services had been approved through executive orders. Preliminary consultations have also been completed for 88 other services.
Reviewing BOPEE’s functioning, officials informed the meeting that all counselling rounds for the 2026-27 academic session are being conducted through an online e-counselling platform. Examination centres are also being expanded beyond Jammu and Srinagar to improve access for candidates from remote areas.
The Chief Secretary directed officials to devise a mechanism to ensure optimum filling of seats in professional courses and maximise utilisation of available educational infrastructure and faculty resources.
The meeting was also informed that the Administrative Reforms Department had trained 222 officers and officials under the iGOT Karmayogi programme through five training batches conducted by certified State Master Trainers.
On Government Press operations, officials said the Srinagar and Jammu presses had completed 751 of the 1,146 printing jobs received so far, accounting for 65.53 per cent of the total workload. The presses generated revenue of ₹500.78 lakh against an annual target of ₹1,300 lakh for 2026-27.
The meeting also discussed the proposed constitution of the J&K Administrative Reforms Commission, recovery of ₹12.50 crore in pending printing charges from departments and measures to manage heavy printing workloads.
