Srinagar, Aug 19: Chief Secretary Atal Dulloo on Wednesday directed the creation of a dedicated Special Purpose Vehicle (SPV) and a digital monitoring portal for public-private partnership (PPP) projects while reviewing the progress and future roadmap of the Centre for Innovation and Transformation in Governance (CITaG).
Chairing a high-level meeting, Dulloo stressed the need for a robust mechanism to oversee the conceptualisation, development, execution and outcomes of PPP projects across Jammu and Kashmir. He said a dedicated portal would enable real-time monitoring, help identify bottlenecks and ensure timely implementation of projects.
The Chief Secretary asked departments, particularly Housing and Urban Development, Tourism, Science and Technology, and Power, to regularly review policy initiatives and projects to ensure tangible outcomes on the ground. He also highlighted the need to harness Jammu and Kashmir’s hydropower potential through the development of small hydroelectric projects.
Dulloo further advised CITaG to explore evidence-based educational interventions aimed at identifying and addressing learning gaps among students, drawing on successful models from other regions and countries.
During the meeting, CITaG CEO Dr. Sandeep informed that the organisation has expanded its work significantly, tracking 100 knowledge-output projects against an original target of 28 deliverables under its MoU with the Planning, Development and Monitoring Department and IIM Jammu, which has now been extended by two years.
Officials said 21 key policy and planning deliverables have already been completed, including the J&K Road Safety Plan 2026, Electric Vehicle Policy 2026, Circular Economy Policy 2026, Compressed Bio-Gas Policy and Urban and Rural Mobility Plans. Another 20 strategic frameworks are under review, while seven more, including the J&K Youth Policy 2026 and blueprints for model industrial estates, are scheduled for submission this month.
The meeting was informed that 16 initiatives are currently under development, including a roadmap for doubling the UT’s GSDP, Ease of Doing Business reforms and business process re-engineering of the J&K Single Window System. Another 36 deliverables are planned through 2027, covering areas such as artificial intelligence, blockchain and Panchayat-level self-sustainability models.
Officials also reviewed CITaG’s support for 76 PPP projects across sectors such as tourism, real estate, renewable energy and infrastructure. Of these, 27 projects are currently active, including the operation and maintenance of Jammu Haat, a solar park at IUST Awantipora, housing townships at Chowadhi and Birpur, redevelopment projects in Srinagar and eco-tourism initiatives at Katra, Yousmarg, Kokernag and Doodhpathri.
Ten additional projects, including skill development centres, residential coaching academies, a Skill University and Aroma Valley clusters, are in the development stage.
The meeting also discussed upcoming investment initiatives, including the proposed J&K GCC Summit 2026 on October 9 and 10 and the ‘Urja Sambhav’ Energy Summit planned for December. A Real Estate Conclave is also being planned to attract private investment and accelerate development of premium real-estate assets in the Union Territory.
The Chief Secretary directed all departments to work closely with CITaG and ensure that policy recommendations and project proposals are translated into measurable outcomes with clear accountability.
