Labour Commissioner reviews PM-SYM implementation, Labour Codes in Ganderbal

Ganderbal: Labour Commissioner, Jammu and Kashmir, Charandeep Singh on Friday reviewed the implementation of the Pradhan Mantri Shram Yogi Maandhan (PM-SYM) Scheme and preparedness for enforcement of the Labour Codes in Ganderbal district.

The review meeting, held at the Mini Secretariat in Ganderbal, was co-chaired by Additional Deputy Commissioner Fahim Bihaqqi and attended by officers from various government departments and executing agencies.

The meeting assessed progress under the PM-SYM Scheme, reviewed departmental preparedness for implementation of the Labour Codes and discussed measures to strengthen coordination for extending social security benefits to workers across different sectors.

Addressing the meeting, the Labour Commissioner said the Labour Codes are aimed at simplifying labour laws, improving compliance, strengthening industrial relations, enhancing occupational safety and expanding social security coverage. He stressed the need for coordinated efforts to ensure their effective implementation.

Singh directed departments engaging contractual, casual, outsourced and unorganised workers to identify eligible beneficiaries and facilitate their enrolment under the PM-SYM Scheme and other labour welfare initiatives. He asked departments to work closely with the Labour Department to increase registrations and improve outreach.

He said departments such as Rural Development, Public Works, Jal Shakti, Public Works Department (PWD), Pradhan Mantri Gram Sadak Yojana (PMGSY), Irrigation and Flood Control, Power Development, Industries, Agriculture, Horticulture, Fisheries, Education, Transport, Handicrafts and major executing agencies including the National Highways Authority of India (NHAI), Megha Engineering and Infrastructure Limited (MEIL), APCO and Beacon have a significant role in ensuring compliance with labour laws and expanding social security coverage.

Additional Deputy Commissioner Fahim Bihaqqi emphasised the need for a coordinated district-level approach to implement the Labour Codes and PM-SYM Scheme. He called for awareness and enrolment drives at the block and field levels to improve coverage of eligible workers.

During the meeting, officers discussed challenges in identifying and registering beneficiaries. The Labour Commissioner directed all departments to nominate nodal officers, maintain close coordination with the Labour Department and conduct sustained awareness campaigns to improve implementation of labour welfare schemes.
