CS orders daily monitoring of SVAMITVA, AgriStack implementation

Srinagar: Chief Secretary Atal Dulloo on Wednesday directed the administration to establish a daily monitoring mechanism to expedite implementation of the SVAMITVA Scheme and AgriStack programme, while stressing integration with the Reserve Bank of India’s (RBI) Unified Lending Interface (ULI) to simplify institutional credit for farmers.

Chairing a review meeting, Dulloo assessed the progress of the SVAMITVA Scheme, Digital Crop Survey, digitisation of land records under AgriStack and integration of these records with the RBI’s ULI platform.

He directed all Deputy Commissioners to accord top priority to completion of the SVAMITVA Scheme and AgriStack within the stipulated timelines, saying the initiatives would strengthen digital land governance and improve delivery of farmer-centric services.

To ensure close monitoring, the Chief Secretary designated a nodal officer to review district-wise progress on a daily basis and submit consolidated reports to his office. He also asked Deputy Commissioners to personally supervise implementation and remove bottlenecks delaying the programmes.

Dulloo directed banks to expedite integration of the Revenue Department’s Application Programming Interfaces (APIs) with the ULI platform to enable digital verification of land records and faster processing of agricultural loans.

Reviewing preparations for the Digital Crop Survey (Kharif-2026), he instructed the Revenue Department to identify surveyors and supervisors by the first week of August and prepare a pool of eligible personnel, including Common Service Centre (CSC) Village Level Entrepreneurs, Multi-Tasking Staff (MTS), Krishi Udyamis, Banking Correspondents and officials from line departments, for timely completion of the survey beginning in September.

The Chief Secretary also sought district-wise feedback from Deputy Commissioners and directed them to ensure thorough verification of digitised records by district mentors and revenue officers to maintain accuracy.

Commissioner Secretary, Revenue, Kumar Rajeev Ranjan, informed the meeting that drone surveys under the SVAMITVA Scheme had been completed in all 4,400 villages across Jammu and Kashmir. Property card data had been received from 1,975 villages, and 67,560 property cards had already been distributed across 1,781 villages.

The meeting was also informed that digitisation of legacy land records, including Record of Rights (RoRs), Jamabandis and mutation records, was progressing across all districts to facilitate integration with the AgriStack platform.

Officials said preparations for the Digital Crop Survey (Kharif-2026) were underway to cover 5,383 villages and around 33.9 lakh agricultural plots. They added that integration of digitised land records, the Farmer Registry and Digital Crop Survey data with the RBI’s ULI platform was expected to enable faster agricultural loan processing and improve farmers’ access to institutional credit.
