Srinagar: The Committee on Subordinate Legislation of the Jammu and Kashmir Legislative Assembly on Monday reviewed the subordinate legislation and service rules governing employees of the Health and Medical Education Department, expressing concern over prolonged delays in finalising several rules affecting employees’ service conditions.
The meeting was chaired by Muzaffar Iqbal Khan and attended by committee members Hilal Akbar Lone, Peerzada Feroze Ahmad, Khursheed Ahmad Sheikh and Aga Syed Muntazir Mehdi.
During the review, the committee observed that several service rules have remained pending for a considerable period either with the Administrative Reforms, Inspections and Trainings (ARI & Trainings) Department or the Health and Medical Education Department. It noted that these delays have adversely affected the service rights, career progression and legitimate interests of employees.
Taking serious note of the issue, the committee decided to summon the concerned administrative heads at its next meeting to explain the reasons behind the delay and facilitate early resolution of the pending matters.
Chairman Muzaffar Iqbal Khan said the committee has a crucial responsibility to scrutinise subordinate legislation and ensure that statutory rules are framed, finalised and implemented within a reasonable timeframe. He stressed that unnecessary delays in finalising service rules should be avoided as they directly impact employees’ service conditions and career prospects.
Expressing hope for an early resolution, the chairman urged the concerned departments to take prompt and coordinated action to clear the pending cases in the interest of administrative efficiency and employee welfare.
