Jammu: Minister for Agriculture Production, Rural Development and Panchayati Raj, Cooperatives and Election Department Javid Ahmad Dar on Wednesday chaired a high-level review meeting to assess the progress of Capital Expenditure (CAPEX) works and Centrally Sponsored Schemes (CSS) being implemented by key departments.
The meeting was attended by senior officers of the Rural Development, Agriculture, Horticulture, Animal Husbandry, Sheep Husbandry and Cooperatives departments.
Reviewing the implementation of developmental programmes, the Minister directed officers to closely monitor all ongoing works to ensure optimum utilisation of funds, timely completion of projects and adherence to quality standards. He stressed the need for a result-oriented approach so that the benefits of development reach the people effectively.
While reviewing the Animal and Sheep Husbandry sectors, Javid Dar instructed officers to expand coverage under the livestock insurance scheme to provide greater financial security to farmers and livestock rearers.
He also directed the Enforcement Wing of the Agriculture Department to strengthen inspections and ensure strict enforcement of prescribed guidelines to maintain transparency and quality standards.
Reviewing the Horticulture Department, the Minister called for optimum utilisation of existing canning centres by converging them with Self-Help Groups (SHGs) to promote value addition, generate employment and enhance farmers’ income. He also directed the department to strengthen monitoring of registered nurseries to ensure the supply of quality-certified and disease-free planting material.
Taking stock of the Rural Development Department, the Minister instructed officers to complete the survey of beneficiaries under the Pradhan Mantri Awas Yojana (PMAY) in a transparent and time-bound manner, ensuring that no eligible beneficiary is left out without due justification.
He also directed the department to compile all documents relating to pending liabilities before the transition to the G-RAM-G regime to facilitate the release of funds from the Government of India and sought complete details of pending 14th Finance Commission liabilities.
Reviewing the Cooperatives Department, Javid Dar emphasised strengthening the dairy cooperative movement to improve rural livelihoods and directed officials to expedite the audit of cooperative societies while ensuring compliance with statutory regulations.
The Minister reiterated the government’s commitment to strengthening rural infrastructure and improving governance through effective implementation of development programmes. He urged all departments to maintain close coordination and regular monitoring to achieve desired outcomes within stipulated timelines.
Later, the Minister met several public delegations from different parts of Jammu and Kashmir, heard their developmental concerns and assured them that all genuine grievances would be examined on priority and addressed in a time-bound manner in coordination with the concerned departments.
