Srinagar: The Jammu and Kashmir Housing and Urban Development Department on Monday issued guidelines for the management of stray dogs, stating that relocation of community dogs by individuals or resident groups is prohibited and that feeding should be carried out only at designated locations.
In a statement, the department said the guidelines have been issued in compliance with the Supreme Court’s directions in Suo Motu Writ Petition (Civil) No. 5 of 2025 relating to the welfare, protection and management of stray animals.
The department clarified that feeding community dogs is permitted but must take place only at designated feeding spots. It said additional feeding locations are being identified across urban areas based on the population of community dogs in each ward.
Residents have been asked to cooperate with municipal bodies in identifying suitable feeding locations, preferably in open and clean spaces away from children’s parks and busy market areas to minimise the risk of stray dogs coming into conflict with the public.
The department said relocation or removal of stray dogs by individuals, Resident Welfare Associations (RWAs) or other groups is prohibited and constitutes an offence under applicable laws and the Supreme Court’s directions. It added that designated relocation sites are being identified in every municipality.
Until such facilities are established, the department urged RWAs, citizen groups and animal welfare organisations to assist in feeding stray dogs at designated locations and support sterilisation and vaccination programmes through nearby veterinary facilities.
It also warned that harassing, assaulting, injuring or subjecting stray animals to cruelty is illegal and could invite legal action under the relevant laws.
The department appealed to citizens, RWAs and animal welfare organisations to cooperate in implementing the guidelines, stating that the measures are intended to balance public safety with animal welfare.
Residents seeking assistance have been advised to contact their respective Municipal Corporation, Municipal Council, Municipal Committee or the Animal Husbandry Department.
