Rather reviews development works in Budgam, stresses people-first governance

Srinagar: Speaker of the Jammu and Kashmir Legislative Assembly Abdul Rahim Rather on Thursday chaired a review meeting to assess the overall development scenario in Budgam district, with special focus on the Charar-i-Sharief constituency.

The meeting reviewed progress in several sectors including Rural Development Department (RDD), Roads and Buildings (R&B), Jal Shakti, Health, Education and other works being executed under District Capex.

During the meeting, the Speaker sought updates on ongoing works, utilization of funds, pending projects and implementation of government schemes across Budgam district.

Officials informed the meeting that a total of 730 works were approved in Charar-i-Sharief constituency during the 2025-26 financial year, out of which 665 have been completed.

Regarding Constituency Development Fund (CDF) works, officials said 172 works had been identified by MLAs, of which 160 were approved and 67 completed.

In the Rural Development sector, 1,533 out of 1,628 approved works have been completed, while in the R&B sector, 30 out of 41 approved works have been completed during 2025-26.

In the Education sector, officials informed that 24 out of 97 approved works have been completed so far, while under Jal Shakti, 41 out of 67 approved works in Budgam and Chadoora divisions have been completed.

The meeting also discussed restoration of the Chadoora bridge, which connects a large population with Budgam and other parts of Kashmir.

The Speaker directed R&B officials to expedite restoration of the bridge and maintain the roads leading to the Bailey bridge to ensure smooth traffic movement.

Abdul Rahim Rather stressed timely execution of developmental works and called for effective coordination among departments to ensure efficient implementation of public welfare schemes.

He emphasized a “people-first” approach to governance and directed officials to prioritize redressal of public grievances and remove administrative and technical bottlenecks affecting infrastructure projects.

“Our objective is to ensure that the benefits of development are not just statistics on paper but tangible improvements in the daily lives of citizens,” the Speaker said.

He also directed district officers to involve local MLAs during identification and drafting of developmental works to ensure that projects reflect the genuine needs of the people.

The meeting concluded with district officials assuring adherence to timelines for completion of developmental works across Budgam district.
