Srinagar: The Srinagar Municipal Corporation has invited bids for the allotment of shops and office spaces at the Habba-Khatoon Commercial Complex in Parimpora through an online e-auction on the Government e-Marketplace (GeM) portal.
The Notice Inviting Offer (NIO No. 01 of 2026) proposes allotment of built-up commercial units on an “as is where is” basis, in accordance with provisions of the Jammu & Kashmir Public Premises (Eviction of Unauthorized Occupants) Act, 1988.
According to the schedule, online training and help desk support for bidders began on April 28. The pre-qualification submission window will remain open from May 1 to May 8, followed by evaluation from May 9 to May 15. Submission of Earnest Money Deposit (EMD) is slated between May 16 and May 20, while the final e-auction will be conducted from May 22 to May 23.
Individuals, firms, and companies are eligible to participate, while minors are not permitted. The allotment will be made for a maximum period of 10 years, extendable subject to approval by the competent authority. Bidders are required to deposit an EMD equivalent to 10 percent of the starting price of the unit, with a minimum bid increment fixed at ₹25,000.
The commercial units, located across ground, first, and second floors, range in size from approximately 198 square feet to over 600 square feet. The base prices vary between ₹22.28 lakh and ₹49.78 lakh depending on size and location.
The rent has been fixed at ₹34 per square foot per month for ground floor units, ₹30 for first floor units, and between ₹28 and ₹33 for second floor units. The rates will remain unchanged for the initial three years and will thereafter be revised by 10 percent for subsequent terms.
Successful bidders will have to deposit 25 percent of the bid amount within seven days of issuance of the Letter of Intent, with the remaining 75 percent payable within 45 days. The units are strictly meant for general commercial use, and subletting, manufacturing, or repair activities will not be permitted.
Commissioner SMC Faz Lul Haseeb directed that the entire process be conducted in a transparent and technology-driven manner to ensure fairness and equal opportunity. He also asked officials to facilitate maximum participation and provide necessary support to bidders.
To assist applicants, SMC has set up a dedicated help desk at its Corporate Office in Karan Nagar to guide participants through registration and bidding procedures. Additionally, on-site assistance for property inspection will also be available.
Interested bidders have been advised to visit the site and complete formalities in advance to avoid last-minute issues. Detailed terms and conditions are available on the official website of SMC and the GeM portal.
The corporation has stated that it reserves the right to accept or reject any bid without assigning any reason, and the decision of the Commissioner will be final.
