Numerous locations, including hospitals, traffic signals, and educational institutions, have become focal points for beggars actively soliciting alms, particularly during peak hours. Even beyond the precincts of religious shrines, lines of beggars earnestly approach individuals for contributions. Exacerbating the concern is the escalating number of beggars and the growing entanglement of individuals in this predicament. A substantial contributing factor to this situation is the prevailing problem of unemployment compounded by the rising cost of living. The challenge of securing employment and meeting basic needs in the face of escalating living expenses poses a considerable hurdle for those compelled to resort to begging.
Local perspectives stress the importance of approaching this issue with sensitivity. It is recommended that genuine cases of individuals who are elderly or physically handicapped and unable to work should receive assistance, while those capable of working should be guided and supported in finding employment. Training and skill development are proposed as avenues to empower beggars to earn a living, fostering a sense of the value of hard work.
A particularly alarming aspect of this escalating issue is the increasing involvement of children in begging. Beyond economic challenges, this trend poses significant risks to the overall well-being of these young individuals. The concern for these children who should ideally be in school but instead navigate the harsh reality of the streets, facing harassment and assault. Urgency is emphasized in addressing this distressing situation.
Despite the official ban on begging in Kashmir, it remains a pervasive issue. In such a situation, thoughtful government planning is crucial to offer alternative livelihoods, complemented by increased participation and stronger efforts from social welfare organizations. This collective approach is essential to effectively reduce the problem, considering the negative impact on the local and global tourism image. The government should take prompt and comprehensive measures to address this issue and mitigate its social ramifications.

Strengthen existing social welfare programs to provide financial assistance and support to genuinely needy individuals, such as the elderly and physically handicapped, who are unable to work. Establish a system for identifying and assisting vulnerable populations, ensuring they receive adequate social and financial support.
Awareness Campaigns:
