The recurring atrocities against women in India present an urgent imperative for both societal introspection and institutional action. Protecting bodily autonomy and human dignity cannot rely solely on post-crime legal intervention; it demands a proactive, multi-tiered strategy combining physical self-reliance, parental encouragement, institutional martial arts training, rapid policing, and an uncompromising judicial system.
1. The Baramulla Episode: A Case of Cruelty and War-Footing Action
The recent incident in Baramulla, Jammu & Kashmir, starkly illustrates both the grave threats facing women and the necessity of rapid law enforcement response. A young woman and her male friend were accosted at Jalsheeri Drangbal, subjected to physical assault, and sexually assaulted. Adding to the horror, the perpetrators recorded the crime on video to circulate and humiliate the victim—turning heinous violence into a twisted spectacle of power.
However, the response by the police offers a crucial blueprint for accountability. Led by Senior Superintendent of Police (SSP) Gurinderpal Singh, the Baramulla police acted on a war footing. Despite the survivor knowing only the first names of the suspects, investigators deployed technical evidence and human intelligence to swiftly identify and arrest the two accused—Shakir Ahmed Lone and Mohammed Ashraf. While such prompt police action deserves commendation, it also underscores the urgent need for trials to match this speed, ensuring that initial police arrests lead to swift and undeniable legal conviction.
2. A Real-Life Example: Kashmir’s Martial Artists in Agra
The transformative potential of martial arts for young women is not merely theoretical; it is proven in real-life encounters. During my tenure heading the martial arts wing of the J&K Thang-Ta Association, our state team—comprising dozens of skilled young men and women—was invited to Agra by a sister concern organization to participate in a major national tournament. Led and supervised by our General Secretary—an outstanding martial arts trainer and sports enthusiast—our participants performed exceptionally, winning dozens of medals across ranges and securing the runners-up position for the state.
Following the event, our hosts from the Sports Ministry and Milton International School organized a sightseeing trip to must-see places in Agra, including the Taj Mahal. As our group was exiting the Taj Mahal premises, a group of local youths began teasing and harassing one of our female players. Despite her clear warnings to stop, the harassers became increasingly volatile.
Confronted with an escalating threat, the courageous girl relied on her martial arts training: with swift and decisive precision, she struck back, leaving two attackers flat on the ground and a third receiving three stitches on his forehead before being taken to a first-aid center. On-duty police officers responded swiftly and warmly commended the young athlete from Kashmir for defending herself in such a heroic manner. This real-world incident exemplifies the very spirit young women must embody when facing adverse situations.
3. The Imperative of Self-Defense and Martial Arts Education
To ensure women can navigate public and private spaces freely and fearlessly, personal safety training must become a foundational right of growing up:
- Parental Role Across All Demographics: Parents, regardless of caste, creed, or socio-economic background, must actively encourage and educate their daughters in methods of self-preservation. Instilling confidence, bodily awareness, and fearlessness from an early age removes hesitation during moments of crisis.
- Institutional Integration of Martial Arts: Educational institutions—from high schools to universities—should integrate mandatory self-defense modules into physical education curricula. Training in discipline-based martial arts (such as Thang-Ta, Taekwondo, Judo, Karate, or specialized unarmed combat) equips female students with:
- Tactical situational awareness to spot and neutralize potential threats early.
- Practical offensive and defensive techniques to break free from physical grabs and counter attackers.
- Mental fortitude and composure to react decisively under extreme stress.
When physical self-defense is normalized within academic environments, it transforms vulnerability into individual and collective resilience.
4. The Statistical Landscape of Sexual Violence in India
While personal empowerment provides a vital first line of defense, state mechanisms must ensure that perpetrators face severe legal consequences. Data from the National Crime Records Bureau (NCRB) outlines the scale of the challenge:
- Incidence Rate: India registers an average of 80 to 90 reported rape cases per day (exceeding 31,000 annually). This figure accounts only for reported offenses, while many incidents remain unreported due to social stigma and intimidation.
- Police Action & Charge-sheeting: On the investigative front, Indian police forces demonstrate a strong charge-sheeting rate—frequently between 70% and 77% in reported crimes against women—demonstrating that suspects are regularly identified and formally charged.
- Judicial Pendency & Low Conviction Rates: The primary bottleneck remains in the courtrooms:
- The conviction rate for rape cases historically hovers around 20% to 28%.
- The pendency rate in courts for sexual offenses exceeds 85% to 90%, leaving hundreds of thousands of cases tied up in prolonged legal battles.
5. Eliminating Procedural Delays
In many high-profile gang rape cases across the nation, justice is compromised not by a lack of police response, but by extended judicial proceedings. Delays in forensic reports, defense adjournments, and witness intimidation prolong the ordeal for survivors and their families. While Fast-Track Special Courts (FTSCs) have been established, their capacity must be expanded to ensure time-bound trials that conclude within months rather than years.
