Srinagar: Chief Secretary Atal Dulloo on Monday reviewed the proposed framework for establishing a Union Territory-level Project Monitoring Group (UT-PMG) to accelerate implementation of major infrastructure projects in Jammu and Kashmir.
During a meeting in New Delhi with senior officials of the Project Monitoring Group (PMG) under the Department for Promotion of Industry and Internal Trade (DPIIT), Government of India, Dulloo discussed setting up the UT-level mechanism on the lines of the Central PMG to strengthen project monitoring and address implementation bottlenecks.
According to an official statement, the proposed JK-PMG aims to institutionalise a technology-driven system for tracking major developmental projects, facilitating milestone-based monitoring and resolving regulatory and inter-departmental issues.
The Chief Secretary said Jammu and Kashmir is witnessing rapid infrastructure development under various Central and UT-sponsored programmes, making it necessary to establish a dedicated institutional mechanism to monitor progress and prevent delays or cost overruns.
He said the proposed platform would provide real-time information on project milestones, physical and financial progress, pending approvals and issue resolution, thereby improving transparency, accountability and efficiency in project execution.
Dulloo also stressed the need to develop the portal as a decision-support system capable of generating analytical reports, monitoring key performance indicators and facilitating evidence-based policy decisions.
He proposed a structured review mechanism, including fortnightly departmental reviews, monthly meetings under the Chief Secretary and periodic reviews by the Chief Minister for strategically important projects.
The PMG officials presented the proposed architecture and operational framework of the portal, outlining plans for constituting the UT-level PMG, appointing a dedicated team, onboarding departmental and district nodal officers, training stakeholders and integrating eligible projects onto the platform.
The proposed mechanism would also oversee project tracking, issue resolution, review meetings, reporting, analytics and coordination with the Central PMG, the officials said.
The Chief Secretary directed the concerned officers to prepare a detailed proposal for the early establishment of the UT-level Project Monitoring Group by adopting the best practices of the national PMG framework while tailoring it to Jammu and Kashmir’s administrative and developmental requirements.
