ACB registers two FIRs in alleged Jammu custodian land scam

Jammu: The Jammu and Kashmir Anti-Corruption Bureau (ACB) on Wednesday registered two FIRs in connection with alleged fraudulent transfer of custodian land in Jammu district, naming several revenue officials, beneficiaries and others for alleged offences under anti-corruption and criminal laws.

According to an ACB statement, the cases relate to alleged irregularities involving custodian land in the Bhalwal and Amb areas of Jammu district. The agency alleged that revenue records were manipulated and land was fraudulently transferred to beneficiaries in connivance with revenue officials and others.

The ACB said an earlier verification into alleged encroachment of custodian land at Asarwan, Mishriwala, Bhalwal and R.S. Pura had found that more than 1,000 kanals of land were allegedly allotted on the basis of fake orders to persons not entitled to such allotments. It said 27 FIRs had already been registered in connection with those allegations and investigations were continuing.

In the latest case, the ACB alleged that about 12 kanals and three marlas of custodian land in Bhalwal were illegally transferred through fraudulent mutations. It registered FIR No. 09/2026 under provisions of the Prevention of Corruption Act and the Indian Penal Code against three revenue officials, identified as the then Patwari Altaf Hussain, the then Girdawar Amjid Malik and the then Naib Tehsildar Aqeel Ahmad, besides three private individuals.

The second FIR (No. 10/2026) stems from a complaint alleging fraudulent mutations and illegal conferment of ownership rights over about 15 kanals and eight marlas of land in Amb village, Bhalwal. The ACB alleged that revenue officials, in conspiracy with beneficiaries, illegally attested mutations, causing loss to the government exchequer.

The agency named the then Patwari Baldev Raj, the then Naib Tehsildar Pawan Kumar Kohli, beneficiary Rashpal Singh and others in the case.

The ACB said investigations in both FIRs have been taken up.
