Shaleen Kabra reviews facilities at Sempora Housing Colony for move employees

Srinagar: Additional Chief Secretary Estates Shaleen Kabra on Thursday visited the newly constructed Estates Housing Colony at Sempora and reviewed facilities being provided to move employees.

During the inspection, the ACS assessed the quality of construction, availability of essential services and overall living conditions in the colony.

He also interacted with employees residing in the housing complex and sought feedback regarding accommodation, mess facilities, transport and sanitation arrangements.

Emphasising employee welfare, Shaleen Kabra directed the concerned departments to ensure seamless delivery of services and address pending deficiencies on priority.

He instructed the PHE and PDD departments to ensure uninterrupted water and electricity supply and asked officials to establish dedicated helplines for prompt grievance redressal.

The ACS also directed the authorities to ensure round-the-clock functioning of the dispensary within the colony and asked the R&B Department to complete pending landscaping and internal road works within 15 days.

Calling for better inter-departmental coordination, he directed that a nodal officer be designated for real-time coordination among the Estates Department, Jammu and Kashmir Tourism Development Corporation, Jammu and Kashmir Road Transport Corporation and the district administration.

Shaleen Kabra was accompanied by Director Estates Kashmir Mohammad Ashraf Hakak, Deputy Director Estates Kashmir and senior engineers from PHE, PDD, R&B and UEED departments.

The officials inspected residential flats, common areas, parking spaces, drainage facilities and the mess arrangement in the colony.

The ACS appreciated the efforts of field staff in making the colony functional ahead of the Darbar Move period.

Officials informed that the flats at Sempora had remained under construction for more than a decade due to funding and logistical constraints and were completed after substantial funding was provided in recent years.

The colony is currently being used to accommodate officers and employees during the Darbar Move, reducing dependence on private accommodation arrangements.

The mess facility in the colony is being managed by Jammu and Kashmir Tourism Development Corporation, while Jammu and Kashmir Road Transport Corporation has deployed a dedicated fleet of vehicles for transportation of employees.

Officials said the residential flats were inaugurated by Chief Minister Omar Abdullah on May 1, 2026.
