Srinagar: J&K Peoples Conference General Secretary, Imran Reza Ansari, while highlighting the concerns and pending demands of the CIC operators in the RDD department has appealed to the Lt Governor to take an empathetic view of their demands of salary enhancement and in Rural Development Department on priority and in a time-bound manner.

“CIC operators working in the Rural Development Department on contractual basis since 2004, have been waiting for regularization of their services despite being appointed on merit basis through proper recruitment procedure. All the codal formalities have been completed from time to time with regard to their regularization viz-a-viz creation of posts in 2016, all the cases cleared by Empowered Committee in 2017, two times concurrence with the recommendation given by the Finance Department for regularization of CIC Operators and legal opinion from both Advocate General of J&K and Law, Justice & parliamentary affairs department in favour of CIC Operators,” Ansari said

Ansari said that it is very unfortunate that these highly qualified youth are facing hardships to feed their families as they are being paid a meagre salary of Rs 10, 000 per month even after putting 17 years of their life to serve the department.

“These operators had been appointed on merit basis through proper recruitment procedure by District Level Committees constituted by the government of J&K headed by Deputy Commissioners of concerned Districts in 2004. After a decade in 2014, the government passed a cabinet order to formulate a proposal for their regularization following which in 2016 through a cabinet decision 172 data entry operator posts were created for their regularization. However, no enhancement has been made from the last 11 years in their favour,” he said.

Ansari added that CIC Operators left in the lurch when the regularization file of these CIC operators recently returned for the fourth time since 2017 by the General Administration Department to the Rural Development Department (RDD) with advice to put the cases of regularization of 172 CIC operators before the Government’s Establishment cum Selection Committee (ESC), which will take years altogether to deliver justice to these CIC Operators.

“Most of these operators have already crossed the upper age limit for any government jobs and the process of their regularisation is taking years. The Operators are currently handling the online work of departmental portals like e-Gram-Swaraj, SBM, PMAY, Peoples Plan Campaign (Sabki Yojna Sabka Vikaas), GPDP, Mission Antyodaya, PFMS and other e-Governance related activities.  Besides other office assignments such as elections, Establishment, Accounts, works etc. at Block/District /Directorate/Secretariat level,” he added

Ansari appealed to Lieutenant Governor UT of Jammu & Kashmir to sort out the long-pending salary enhancement and regularization issue of these CIC Operators working in the Rural Development Department on a priority and time-bound basis without further delay.
