SRINAGAR: The Jammu and Kashmir Government on Monday informed the Legislative Assembly that no eligible household has been finally rejected or deleted from the Pradhan Mantri Awaas Yojana-Gramin (PMAY-G) beneficiary selection process, and that the inclusion of beneficiaries is being carried out in accordance with Government of India guidelines.
Replying to a question raised by MLA Mian Mehar Ali, Rural Development and Panchayati Raj Minister Javid Ahmad Dar said PMAY-G is aimed at providing pucca houses with basic amenities to eligible rural households, particularly those living in kutcha and dilapidated houses.
The minister said some blocks had reported cases where deserving households were not appearing in the Draft Permanent Wait List (PWL), apparently due to automated scrutiny, validation and eligibility checks carried out through the prescribed system.
He clarified that since the final PWL has not yet been generated, non-inclusion of a household in the draft list should not be treated as a final rejection or deletion from the beneficiary selection process.
Dar informed the House that complaints regarding exclusion of eligible households due to technical issues or system-generated flags in the Awaas mobile application had been received at various levels. He said such cases are being verified and re-verified by field functionaries as per the prescribed procedure.
“No case is treated as finally rejected or deleted without due verification and approval by the competent authority wherever required,” he said.
The minister, however, stated that 4,250 system-flagged cases had been recommended for deletion after verification at both block and district levels during the deletion process, in accordance with guidelines issued by the Ministry of Rural Development.
On the inclusion of left-out or deleted beneficiaries, Dar said there is currently no provision for direct incorporation or re-inclusion of such beneficiaries in the PMAY-G list.
He said Gram Sabhas have been conducted in the concerned panchayats to identify and verify genuine households that may have been left out during the survey or re-verification process. The Draft Permanent Wait List is being prepared on the basis of these proceedings.
Dar assured the House that all cases identified or recommended by Gram Sabhas would be examined and processed in accordance with guidelines and instructions issued by the Ministry of Rural Development and any procedure prescribed by the competent authority in future.
He said the government remained committed to ensuring transparency, due verification and adherence to prescribed norms in the selection of PMAY-G beneficiaries so that eligible rural households receive the benefits of the scheme.
