SRINAGAR: Chief Secretary Atal Dulloo on Monday reviewed Jammu and Kashmir’s preparedness for the nationwide Reform Utsav campaign, scheduled to run from October to December 2026, and directed departments to strengthen coordination and public outreach ahead of its launch.
The three-month campaign, spearheaded by the Department of Economic Affairs (DEA), Government of India, aims to showcase governance reforms, citizen-centric initiatives and developmental interventions undertaken over the past 12 years.
During a meeting attended by senior administrative officers, Dulloo stressed that the campaign should serve as a platform for taking governance reforms to the grassroots level rather than being limited to ceremonial events.
He directed the Rural Development and Panchayati Raj Department to coordinate with the Planning, Development and Monitoring Department for organising special Gram Sabhas across all panchayats before the nationwide launch of the programme.
According to officials, the Gram Sabhas will be used to inform citizens about governance reforms, assess their impact and identify local development priorities.
The Chief Secretary also instructed district administrations to designate nodal officers for overseeing panchayat-level activities and ensuring coordination among departments.
Dulloo directed all departments to complete identification of citizen-centric reforms, prepare information, education and communication (IEC) material and deploy field functionaries before October 2.
He said the campaign should also be used to assess the outcomes of welfare programmes and increase public awareness about government initiatives, adding that achievements highlighted during the campaign should be supported by measurable improvements in service delivery.
During the meeting, Commissioner Secretary, Industries and Commerce, Vikramjit Singh informed participants that two major events are proposed in Srinagar and Jammu during November and December to highlight developmental initiatives and the impact of Central Government programmes in the Union Territory.
A workshop on the holistic development of Jammu and Kashmir is scheduled to be held at the University of Kashmir in November and will be coordinated by the Planning, Development and Monitoring Department.
Another workshop for industrial beneficiaries is planned in Jammu in December to highlight the impact of the New Central Sector Scheme (NCSS), 2021, on industrial investment and economic development in the Union Territory.
Officials also informed the meeting that the campaign’s initial activities are scheduled to begin in Srinagar on October 8 and will feature digital initiatives of the Department of Justice, including Tele-Law and the Nyaya Setu AI Chatbot, along with programmes of the Department of Posts.
The Chief Secretary called for close interdepartmental coordination to ensure effective implementation of the campaign and wider citizen participation across Jammu and Kashmir.
