JAMMU, Sept 15: The Jammu and Kashmir Anti-Corruption Bureau (ACB) has registered a case against a former Assistant Commissioner (Revenue), Jammu, and four private individuals over alleged irregularities in granting permissions for the transfer of land in Jammu district.
According to the ACB, FIR No. 12/2026 was registered at Police Station ACB Central, Jammu, against Nisar Ahmad Shad, the then Assistant Commissioner (Revenue), Jammu, and four alleged beneficiaries following a preliminary enquiry.
The agency said the enquiry prima facie revealed that between May 23, 2018 and July 11, 2018, the accused public servant allegedly misused his official position by granting nine permissions for the alienation or transfer of Gair Mumkin Khad land at Chowadi and Deeli in Jammu.
The ACB alleged that the permissions were issued in violation of applicable revenue laws, government orders and directions of the High Court relating to land recorded as Gair Mumkin Khad.
According to the bureau, records showed that the permissions were purportedly granted with the approval of the Deputy Commissioner, Jammu. However, verification conducted with the Deputy Commissioner’s office allegedly found no record of such approval, note sheet or formal delegation order.
Based on these findings, the ACB registered a case under provisions of the Jammu and Kashmir Prevention of Corruption Act, Svt. 2006, and sections related to criminal conspiracy, forgery and use of forged documents under the Ranbir Penal Code (RPC).
The agency said further investigation into the case is underway.
