SRINAGAR: The Jal Shakti Department has finalised a Comprehensive Implementation and Reform Plan (CIRP) under Jal Jeevan Mission (JJM) 2.0, outlining a roadmap for strengthening rural drinking water infrastructure and improving service delivery across Jammu and Kashmir.
Officials said the plan provides a time-bound framework detailing scheme-wise completion timelines, financial allocations, reform measures and governance milestones aimed at ensuring sustainable and reliable drinking water services in rural areas.
The CIRP focuses on timely completion of ongoing water supply schemes, improved operation and maintenance, source sustainability, water quality management and institutional reforms under JJM 2.0.
Under the plan, the Union Territory has committed to completing all new water supply schemes within timelines prescribed by the National Jal Jeevan Mission. Retrofitting of existing schemes will be undertaken using Union Territory resources to improve functionality and service delivery while making optimum use of existing infrastructure.
To facilitate implementation, funds amounting to ₹128 crore have been released to Public Health Engineering (PHE) divisions across Jammu and Kashmir. The allocation includes ₹116 crore as the Central share and ₹12 crore as the Union Territory share. Officials said the process for release of payments against eligible works has also been initiated.
The department said the reform plan marks a shift towards ensuring reliable, sustainable and quality drinking water services in addition to the creation of infrastructure, with emphasis on accountability, timely execution and efficient utilisation of resources.
Officials said the Jal Shakti Department will continue to work in coordination with the National Jal Jeevan Mission, field agencies, Panchayati Raj Institutions and other stakeholders to achieve the objectives of JJM 2.0.
The Comprehensive Implementation and Reform Plan has been made available on the JJM 2.0 Integrated Management Information System (IMIS) dashboard for stakeholder access.
