Srinagar: Mission YUVA has disbursed ₹1,826 crore in credit across 32,665 accounts and facilitated the establishment of 13,597 enterprises across Jammu and Kashmir, officials said during a review meeting of the Mission’s Apex Committee chaired by Chief Secretary Atal Dulloo on Wednesday.
The committee reviewed progress made since its last meeting in May 2026, focusing on the mission’s four key pillars—culture, capital, capacity and connectivity through digital commerce and market access.
According to officials, the total number of applications received under the scheme increased by 37 per cent from 1,04,067 on May 15 to 1,42,196 as of September 7. Verifications carried out by Skill and Business Development Units (SBDUs) rose to 80,965, while District Level Implementation Committee (DLIC) approvals reached 75,791.
Loan sanctions increased by 53 per cent to ₹1,992 crore across 37,171 accounts, while credit disbursements also grew by 53 per cent, reaching ₹1,826 crore across 32,665 accounts. Commercial banks are currently processing around 2,800 applications every month, and the final sanction rate improved from 23 per cent in July to 40 per cent in August.
Officials said 13,597 enterprises have become operational across Jammu and Kashmir, representing a 58 per cent increase since May. Another 6,777 enterprises are currently under implementation, with work-in-progress report submissions rising by 70 per cent.
Under the mission’s outreach component, average daily applications increased by 39 per cent over the past three months, rising from 280 to 390 applications per day. Female-led applications grew by 76 per cent from 91 to 160 per day, while the share of women applicants increased from 27 per cent to 31 per cent. Self-help groups accounted for 78 per cent of all female applications.
The Mission’s Yuva Jagriti 5.0 mobilisation campaign has reached 88,300 individuals, a 42 per cent increase since the previous review. Business hackathons launched on August 15 have engaged 18,000 students across more than 255 educational institutions and generated over 1,300 business ideas.
The capacity-building component recorded significant growth, with 36,474 students and entrepreneurs completing certification programmes, a 73 per cent increase since May. A total of 2,645 entrepreneurs have received mentorship from 482 mentors during the period.
Officials also informed the committee that 9,266 merchant storefronts from Jammu and Kashmir have been onboarded on the Open Network for Digital Commerce (ONDC), including 2,067 dedicated Mission YUVA youth stores.
During the meeting, Dulloo reviewed district-wise progress and called for sustained mobilisation, timely processing of applications, effective handholding of beneficiaries and stronger coordination among departments, financial institutions and training agencies. He also stressed the need to increase women and youth participation, strengthen mentorship support and expand market access through digital platforms.
The Chief Secretary said the focus should remain on converting the Mission’s expanding outreach into sustainable enterprises, stronger entrepreneurial ecosystems and wider livelihood opportunities for youth across Jammu and Kashmir.
