SRINAGAR, SEPT 2: The Economic Offences Wing (EOW) Kashmir of Crime Branch J&K has filed a charge-sheet against five persons in connection with an alleged forgery case involving fake appointment, transfer and relieving orders in the Education Department.
The charge-sheet was filed before the Court of Chief Judicial Magistrate, Budgam, in FIR No. 36/2021 registered under Sections 420, 467, 468, 471, 201 and 120-B of the Ranbir Penal Code (RPC).
The accused have been identified as Nisar Ahmad Bhat of Iqbal Colony, Tral; Shakir Gull of Kachdoora, Shopian; Mohammad Ayaz Rather of Takipora, Shopian; Sheikh Ruhail Ahmad of Kachdoora, Shopian; and Tanveer Ahmad Rather of Khudpora Mowgam, Anantnag.
According to the Crime Branch, the case originated from a communication received from the Director, School Education Kashmir, regarding three persons who had joined as teachers in Zone Nagam, Charar-i-Sharief, Budgam, on the basis of purported transfer and adjustment orders allegedly issued by the Directorate.
During the investigation, the documents were found to contain allegedly forged signatures, order numbers and dispatch and endorsement numbers. Records obtained from the Zonal Education Office (ZEO) Nagam and Chief Education Officer (CEO) Budgam reportedly confirmed that Mohammad Ayaz Rather, Sheikh Ruhail Ahmad and Tanveer Ahmad Rather had been transferred or adjusted on the basis of the questioned documents.
Verification with the Directorate further indicated that its order book had been closed on December 31, 2019, leading investigators to conclude that the order and endorsement numbers cited in the documents were fictitious.
The investigation also found, according to the Crime Branch, that the three individuals had never been appointed anywhere in the Education Department.
The agency alleged that Nisar Ahmad Bhat and Shakir Gull acted as facilitators or intermediaries, with Bhat allegedly arranging the means for fabrication and printing of the forged official documents.
The Crime Branch said the allegations were established during investigation and the charge-sheet was filed before the court for judicial determination.
