SRINAGAR: The Jammu and Kashmir Government has notified the Jammu and Kashmir Legal Metrology (Enforcement) Rules, 2026, introducing a series of reforms aimed at simplifying regulatory compliance for businesses while strengthening consumer protection.
According to officials, the new rules replace licences for manufacturers, dealers and repairers of weights and measures with registration certificates and abolish the requirement for their renewal. The mandatory pre-registration inspection has also been dispensed with.
The rules also mandate the use of special accuracy weighing instruments for precious metals, prescribe verification fees for different categories of weights and measures, and fix compounding fees for offences punishable under the Legal Metrology Act, 2009.
Officials said the reforms are intended to improve ease of doing business by reducing regulatory burden while providing a stronger enforcement framework to safeguard consumer interests.
The notification builds on recent reforms, including the Jan Vishwas (Amendment of Provisions) Act, 2026, amendments to the Legal Metrology (General) Rules, 2011 extending the re-verification period for specified weights and measures, business deregulation measures and the rollout of online services through the J&K Single Window System.
According to the department, the new rules address several long-pending regulatory issues and provide a stronger legal framework for enforcing the Legal Metrology Act, 2009, and the rules framed under it. Officials said the changes are expected to improve transparency and enhance confidence among businesses and consumers across the Union Territory.
