SRINAGAR: Director Panchayati Raj Riyaz Ahmad Wani on Wednesday reviewed the progress of the Gram Panchayat Development Plan (GPDP) 2026-27 across Jammu and Kashmir and directed district officials to expedite the completion and uploading of approved plans on the e-GramSwaraj portal.
The review meeting was attended by Assistant Commissioners Panchayat, Block Development Officers and officials of the State Panchayat Resource Centre and District Panchayat Resource Centres.
Reviewing district-wise progress, pendency and Action Taken Reports, Wani stressed time-bound completion of pending GPDP parameters and sought explanations from officers where progress was unsatisfactory. He directed them to resolve bottlenecks in coordination with technical teams to ensure uninterrupted uploading of plans.
The Director asked district officers to focus on 285 Gram Panchayats requiring additional support, particularly those yet to complete basic profile updates. He directed officials to improve the quality of planning in these Panchayats and help them achieve scores above 80, as they are being monitored by the Ministry of Panchayati Raj.
According to the review, 3,627 of the 4,291 Gram Panchayat Development Plans have been approved, but only 1,294 have been uploaded on the portal. Wani directed districts to prioritise uploading of approved plans along with facilitator feedback, Gram Sabha evidence and Public Information Board images.
He also emphasised the need to ensure that activities uploaded on the portal accurately reflect resolutions passed in Gram Sabhas, Mahila Sabhas and Bal Sabhas, and called for random quality checks to verify records and supporting documents.
The meeting also reviewed the construction of Panchayat Ghars, land availability, inter-departmental coordination and project implementation. Officials were directed to resolve pending land and infrastructure-related issues within two days.
Reviewing financial progress under the Rashtriya Gram Swaraj Abhiyan (RGSA), Wani instructed districts to expedite expenditure, clear pending treasury bills and submit utilisation certificates to the Ministry of Panchayati Raj to facilitate the release of the second instalment of funds. He cautioned that failure to utilise allocated funds could result in reallocation or surrender of unspent balances.
The Director also directed all districts to prepare micro-plans for completing pending GPDP parameters, nominate nodal officers for daily monitoring where required, and ensure 100 per cent uploading of plans within the stipulated timelines. He stressed that daily monitoring, accountability and timely reporting would be key to achieving quality development plans for the 2026-27 planning cycle.
