J&K notifies uniform building permission fee across urban areas

Single fee structure to apply across all municipal bodies and development authorities

Srinagar1: The Jammu and Kashmir government has notified a uniform building permission fee schedule for all urban local bodies and development authorities across the Union Territory, replacing the varying rates that were previously in force.

The Housing and Urban Development Department (HUDD) issued the notification under the Jammu and Kashmir Unified Building Bye-Laws, 2021, through Government Order No. 157-JK(HUD) of 2026. The new rates have come into effect immediately.

According to the notification, the fee has been fixed at ₹80 per square metre for residential buildings, including housing colonies, ₹150 per square metre for mixed-use buildings, and ₹270 per square metre for commercial, public and semi-public, industrial and other special-category buildings. Religious buildings have been exempted from the fee.

The government has also prescribed a malba (construction debris) security deposit of ₹3,000 for residential buildings and ₹10,000 for all other categories. A compounding fee equivalent to 40 per cent of the applicable building permission fee will be charged in addition to the normal fee.

The uniform fee schedule will be applicable to all Municipal Corporations, Municipal Councils, Municipal Committees and Development Authorities across Jammu and Kashmir.

According to the department, the notified rates will also be integrated into the Online Building Permission System (OBPS)/Auto-DCR to ensure uniform processing of building permission applications.

The government said the reform is intended to bring greater uniformity, transparency and predictability to the building permission process while promoting ease of doing business and a more citizen-friendly regulatory framework for urban development.
