The meeting reviewed the status of spillover works, with district officials directed to closely monitor delayed projects and ensure their early completion without compromising quality.

The Director General also assessed progress under the Annual Implementation Plan, including the status of tendering and execution of approved works. Districts were asked to fast-track pending tendering processes to strengthen rural sanitation infrastructure.

District Sanitation Plans were also reviewed, with discussions focusing on solid and liquid waste management, community participation and Information, Education and Communication (IEC) activities. Officials were directed to strengthen field-level monitoring, improve documentation and enhance service delivery to improve overall performance.

The meeting also reviewed the verification status of model villages and the functionality of sanitation assets, including Solid and Liquid Waste Management infrastructure and Community Sanitary Complexes. Malhotra instructed district officials to conduct regular inspections and ensure that sanitation assets remain functional and properly maintained.

Progress in the identification and verification of Bulk Waste Generators (BWGs) under the Solid Waste Management Rules, 2026, was also reviewed. Districts were directed to complete the identification process at the earliest and ensure compliance with the rules through regular monitoring.

Emphasising coordinated implementation, Malhotra called for greater convergence among stakeholders, effective utilisation of resources and sustained public participation to strengthen rural sanitation systems across Jammu and Kashmir.

The meeting concluded with district-wise action points and timelines for compliance. It was attended by Deputy Directors of Rural Sanitation for Jammu and Kashmir, Shabir Ahmad Hakak, Accounts Officer Ajay Singh, Assistant Commissioners Panchayat from all districts, and other officials of the Directorate.
