Srinagar: Chief Secretary Atal Dulloo on Saturday reviewed the proposed Data Management Strategy and Action Plan for Jammu and Kashmir, directing departments to develop an integrated data ecosystem to improve public service delivery and strengthen digital governance.
The strategy aims to establish a secure and interoperable framework for sharing government data across departments, enabling authorised agencies to access authenticated information without requiring citizens to repeatedly submit the same documents, according to an official statement.
The review meeting was attended by senior administrative officers, including the Commissioner Secretary, Planning, Development and Monitoring Department, Managing Director of J&K Bank, Director General, Economics and Statistics, State Informatics Officer, National Informatics Centre (NIC), Director Planning and other departmental heads.
Emphasising the importance of reliable and secure data, Dulloo said government departments generate large volumes of information whose value could be maximised through a common governance framework and secure inter-departmental sharing.
He said the objective was to build a citizen-centric digital ecosystem where authenticated data already available with the government could be securely used by authorised departments while ensuring privacy and data security.
The Chief Secretary directed all administrative departments to standardise their datasets in accordance with the proposed data governance framework and adopt uniform metadata standards, quality assurance mechanisms and secure interoperability protocols.
During the meeting, the Planning Department presented the proposed strategy, which is built around five pillars—data governance and standards, base registries and unique identifiers, interoperability and harmonisation, data security and privacy, and institutional capacity and coordination.
The strategy also proposes creating a “Single Source of Truth” through secure API-based data exchange to support evidence-based governance, planning and monitoring of development programmes.
Dulloo also reviewed a proposal to integrate the Civil Registration System (CRS) with J&K Bank to enable automatic processing of insurance claims under the Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY) and Pradhan Mantri Suraksha Bima Yojana (PMSBY) following the issuance of a death certificate.
The meeting further discussed integrating the Civil Registration System with the Health, Social Welfare and School Education departments to facilitate automatic enrolment of beneficiaries in nutrition, immunisation and other welfare schemes from birth, besides linking records with APAAR IDs for school admissions and educational benefits.
The Chief Secretary also reviewed plans to create an integrated database of schools, hospitals, Anganwadi centres and other public institutions using common geographical identifiers to improve planning and resource allocation.
He directed the concerned departments to prepare a time-bound implementation roadmap with clearly defined milestones and stressed strict adherence to data privacy, cybersecurity and governance standards during the rollout of the strategy, the statement added.
