Srinagar: Chief Secretary Atal Dulloo on Friday reviewed the implementation of major Centrally Sponsored Schemes (CSS) and flagship infrastructure projects across Jammu and Kashmir, directing departments to ensure timely completion of projects and saturation of eligible beneficiaries under welfare schemes.

Chairing a review meeting of Administrative Secretaries, Dulloo assessed the physical and financial progress of schemes across sectors, including education, health, power, digital connectivity, rural and urban development, housing, social welfare, finance, tourism, skill development, water supply, transport, fisheries and infrastructure.

According to an official statement, the Chief Secretary stressed outcome-oriented governance and directed departments to closely monitor targets, remove implementation bottlenecks, ensure optimum utilisation of funds and strengthen field-level supervision.

He also called for robust monitoring mechanisms, greater coordination among implementing agencies, regular field inspections and continuous engagement with the Government of India for timely approvals and release of funds wherever required.

Reviewing the education sector, the meeting was informed that progress had been achieved under Samagra Shiksha and PM SHRI Schools, with emphasis on digital classrooms, ICT laboratories, Atal Tinkering Labs, vocational education, inclusive education, early childhood care, hostel infrastructure and technology-enabled governance.

The Skill Development Department informed the meeting that over one lakh youth had received industry-oriented training under the Pradhan Mantri Kaushal Vikas Yojana (PMKVY). It also said implementation of the PM-SETU programme had begun to transform Industrial Training Institutes into Centres of Excellence through industry partnerships and upgraded infrastructure.

In the power sector, officials said progress had been made under the PM Surya Ghar Muft Bijli Yojana, with thousands of rooftop solar systems commissioned across the Union Territory. The meeting also reviewed the solarisation of government buildings and the implementation of smart metering and the Revamped Distribution Sector Scheme (RDSS) to strengthen power infrastructure and improve electricity supply.

On digital connectivity, the Information Technology Department reported progress under the BharatNet Project, with survey and execution work underway to extend broadband connectivity to gram panchayats. Progress of the 4G saturation project in remote areas was also reviewed.

The Finance Department presented progress under financial inclusion schemes, including the Pradhan Mantri Jan Dhan Yojana and Pradhan Mantri Jeevan Jyoti Bima Yojana, highlighting increased banking access, insurance coverage and beneficiary enrolment. Dulloo directed the department to intensify outreach to achieve saturation under these schemes.

The Social Welfare Department informed the meeting about the implementation of the Pradhan Mantri Matru Vandana Yojana, Saksham Anganwadi Centres and POSHAN 2.0. The Chief Secretary stressed timely processing of beneficiaries and better inter-departmental convergence to improve outcomes in maternal and child health and nutrition.

The meeting also reviewed the implementation of the Jal Jeevan Mission, Pradhan Mantri Awas Yojana (Urban and Gramin), Swachh Bharat Mission, Ayushman Bharat, National Health Mission, AMRUT, tourism infrastructure projects, fisheries development and transport connectivity initiatives.

The Chief Secretary reiterated the need for transparent, accountable and result-oriented implementation of Centrally Sponsored Schemes to ensure the benefits of these programmes reach all regions and eligible beneficiaries across Jammu and Kashmir.
