Srinagar: Chief Secretary Atal Dulloo on Tuesday directed departments to ensure complete saturation of beneficiary-oriented schemes across Jammu and Kashmir by proactively reaching out to eligible citizens and strengthening public awareness campaigns.
The directions were issued during a high-level review meeting attended by administrative secretaries to assess the implementation and coverage of various welfare schemes being executed by different departments across the Union Territory.
Emphasising the need to bridge the gap between identified targets and beneficiaries already covered, Dulloo asked departments to make concerted efforts to ensure that the benefits of welfare schemes reach every eligible individual in a time-bound manner.
He stressed the importance of grassroots outreach and called for the preparation of concrete action plans to identify and enrol all eligible individuals and households under different schemes.
“It is the responsibility of the administration to ensure that every deserving beneficiary receives the benefits meant for them. Leaving eligible persons uncovered would amount to a disservice to the people,” he said.
The Chief Secretary also directed departments to undertake periodic reviews and set measurable targets at every administrative level to ensure systematic and efficient implementation.
During the meeting, Commissioner Secretary, Planning Development and Monitoring Department, R. Alice Vaz informed that a total of 66 beneficiary-oriented schemes are currently being implemented through 18 departments in Jammu and Kashmir.
She said the schemes are aimed at improving the socio-economic well-being of citizens through direct benefits such as cash transfers, food security, housing support, healthcare services, educational assistance and livelihood promotion initiatives.
A detailed presentation highlighted that 21 schemes are being implemented by the Social Welfare Department, eight by the Health Department, seven each by the Agriculture Production, Rural Development and School Education departments, three by the Tribal Affairs Department, while the remaining schemes are being implemented by other departments.
The meeting reviewed several flagship programmes, including the Pradhan Mantri Fasal Bima Yojana (PMFBY), PM-KISAN, Sub-Mission on Agricultural Mechanization (SMAM), National Livestock Mission, PM Formalisation of Micro Food Processing Enterprises (PMFME), One Nation One Ration Card, PMAY-Gramin, Himayat, PM Surya Ghar Yojana, PM Vishwakarma, and various scholarship and pension schemes.
Schemes being implemented by the Health, School Education and Skill Development departments to improve healthcare, education and skill development outcomes were also reviewed.
Reiterating the importance of targeted outreach and regular monitoring, Dulloo said public awareness and effective implementation would be key to achieving full saturation and ensuring that the benefits of government schemes reach every eligible citizen across Jammu and Kashmir.
