Srinagar: The Directorate of Youth Services & Sports, J&K, has rebutted the news report regarding alleged denial of salary to Physical Education Teacher Bilquis Mir for over two years, terming the claims “factually incorrect and misleading”.

According to a rebuttal issued here today, the department said that it is necessary to place the correct factual position on record to prevent misinformation.

The department clarified that the salary release is not arbitrary and requires mandatory verification of the Service Book, Last Pay Certificate (LPC), pay fixation details, admissible pay and recoveries, if any.

After receiving the interim order dated 05.02.2026 of the Central Administrative Tribunal (CAT), the case was immediately processed. However, the Principal, BHSS Nowpora, Srinagar, the concerned Drawing and Disbursing Officer, reported that Bilquis Mir’s Service Book, LPC and other essential service records had not been received despite her joining the institution, the official rebuttal said, adding that without these records, salary cannot be processed under financial rules.

The department has since initiated steps to obtain the requisite records from the concerned authorities, including the Anti-Corruption Bureau, in compliance with law and Tribunal directions, it said.

The Directorate stressed that issues under examination extend beyond salary.

“Bilquis Mir’s service record shows instances requiring scrutiny, including participation in activities and foreign visits without prior permission, continued representation of the Indian Kayaking and Canoeing Association (IKCA) at official and non-official fora without competent authority approval and matters under the Jammu and Kashmir Government Employees (Conduct) Rules, 1971.

“While these are not cited as grounds for withholding admissible salary, they are under departmental examination. The department noted that repeated attempts are being made to project a one-sided narrative in media and social media instead of allowing the legal and administrative processes to conclude,” the rebuttal said.

On service matters, the department stated that Bilquis Mir, appointed as PET in July 2009, has not undergone or completed the mandatory B.P.Ed. training required under her appointment terms.

“During deputation to the J&K State Sports Council from July 2013, later extended in 2015, she was promoted as Junior Coach with pay enhancement and was designated In-charge Executive Director, Water Sports Centre in 2019 in her own pay and grade, without parent department concurrence.

“The department also received an ACB reference indicating her involvement in illegal promotions during deputation and recommending recovery of Rs 12,46,928 as excess salary drawn from 09.07.2014. Though criminal proceedings were quashed by the High Court of Jammu & Kashmir and Ladakh, violations of service conditions and receipt of inadmissible benefits remain under examination,” the rebuttal said.

It said despite repatriation as PET, she continues to represent IKCA without prior permission, attracting Rule 21(2) of the J&K Government Employees (Conduct) Rules, 1971.

“She also undertook multiple foreign visits without prior permission/NOC. Requests for travel permission could not be processed at times due to non-submission of mandatory online property returns. Participation in international events without sanctioned leave and permission is under examination under Conduct Rules.

“A Show Cause Notice dated 11.07.2025 has been issued to Bilquis Mir to explain why action under service rules should not be initiated. A fact-finding departmental committee is currently inquiring into various service-related issues concerning her.

“The Directorate reaffirmed its commitment to transparency, fairness and rule of law. The matter is under examination at various levels and is sub-judice before the competent judicial forum. The suggestion of deliberate inaction or arbitrary conduct by the department is not supported by the official record. All further action will be strictly as per law, service rules and judicial directions,” the official rebuttal said.
