Yasha Mudgal chairs 10th UTLIMC meeting on PACS computerisation in J&K

Srinagar: Commissioner Secretary, Cooperative Department Yasha Mudgal on Fridaychaired the 10th meeting of the Union Territory Level Implementation and Monitoring Committee (UTLIMC) at the Civil Secretariat to review progress on the computerisation of Primary Agricultural Credit Societies (PACS) across Jammu and Kashmir.

The meeting focused on implementation of the Centrally Sponsored Project for computerisation of PACS in the Union Territory.

During the meeting, the Commissioner Secretary was briefed about the implementation strategy for Phase-II of the project and the inclusion of newly identified Multi-Purpose Primary Agricultural Cooperative Societies (M-PACS) recommended by District Level Implementation and Monitoring Committees across various districts.

The committee was informed that against the approved target of 171 PACS under Phase-II, district committees have recommended 176 PACS for computerisation.

The meeting reviewed district-wise recommendations and assessed requirements for extending digital infrastructure to strengthen rural credit delivery and governance mechanisms within cooperative societies.

Financial and technical aspects of the project, including budgetary allocations for procurement of computer hardware and engagement of specialised System Integrator services, were also discussed in detail.

Yasha Mudgal directed that all hardware procurement must strictly follow revised guidelines issued under the centrally sponsored scheme.

Detailed deliberations were also held regarding empanelment and selection of vendors for hardware procurement and appointment of System Integrators for implementation support.

The Commissioner Secretary stressed the need for a transparent and efficient mechanism to ensure selection of technically competent vendors for timely execution of the project.

She also reviewed guidelines issued by the National Level Monitoring and Implementation Committee under the Ministry of Cooperation regarding operational approvals and vendor payment procedures.

The meeting decided that operational matters, including vendor payments, would be processed through the office of the Registrar Cooperative Societies in accordance with NLMIC decisions.

Highlighting the importance of digitisation and modernisation of PACS, Yasha Mudgal said the initiative would enhance transparency, accountability and efficiency in delivery of services to farmers and rural members.

She directed concerned officers to ensure timely implementation of the project in coordination with National Bank for Agriculture and Rural Development and other stakeholders.

The meeting was attended by senior officers of the Cooperative Department, representatives of Jammu and Kashmir State Cooperative Bank and NABARD.
