Jammu: Commissioner Secretary, Cooperative Department Yasha Mudgal on Tuesday reviewed the progress of the Centrally Sponsored Scheme for computerization of Primary Agricultural Credit Societies (PACS) under Phase II across Jammu and Kashmir.
The meeting was attended by senior officials of the Cooperative Department, including the Special Secretary, FA/CAO, Joint Registrar Audit, Deputy Registrars, and other officers.
Officials informed that the Union Ministry of Cooperation has approved 171 PACS for coverage under the current phase in J&K. While eight out of 20 districts have completed the identification and approval process through District Level Implementation and Monitoring Committees (DLIMCs), progress in the remaining districts is still pending.
During the meeting, Mudgal highlighted the importance of PACS as grassroots institutions that provide credit and essential services to farmers and rural communities. She said the computerization initiative aims to digitally strengthen these societies, improve transparency, and modernize service delivery.
Taking note of delays in several districts, she directed Deputy Registrars to expedite the approval process and set May 5, 2026 as the deadline for completion of all DLIMC approvals. She stressed that timely completion is essential for onboarding and digitisation of the societies.
The Commissioner Secretary also emphasised the need for accountability and regular monitoring at the district level to ensure that the benefits of the scheme reach rural communities within the stipulated timeframe.
The meeting concluded with directions to enhance coordination among field functionaries and ensure strict adherence to procedural requirements.
