Jammu: The Anti-Corruption Bureau (ACB), Jammu and Kashmir, has filed a chargesheet before the Court of Special Judge, Anti-Corruption, Baramulla, against Mubarak Ahmad Ganai, then Assistant Executive Engineer (AEE), PWD (R&B) Division Sopore, in a bribery case involving alleged demand and acceptance of illegal gratification from a contractor.
According to the ACB, the case arose from a complaint lodged by a contractor, who alleged that the accused had demanded a bribe at the rate of two per cent for processing a pending bill amounting to ₹28.27 lakh.
The bill pertained to the construction of a classroom lecture block at Government Degree College Sopore.
Following discreet verification, the allegations were found to be substantiated, leading to the registration of a case under Section 7 of the Prevention of Corruption Act, 1988 and the laying of a trap.
On October 16, 2024, Mubarak Ahmad Ganai was allegedly caught red-handed while demanding and accepting a bribe of ₹25,000 from the complainant.
The tainted money was recovered from his possession in the presence of independent witnesses, the ACB said.
Investigators found that the accused, by virtue of his official position, had direct authority over processing the contractor’s pending bill and had allegedly withheld it in order to extract illegal gratification.
After completion of the investigation, the case was placed before the competent authority, which granted sanction for prosecution against the accused following due consideration.
Subsequently, the ACB presented the final report, or challan, before the competent court.
The matter is now pending before the Court of Special Judge, Anti-Corruption, Baramulla, and the next hearing has been fixed for June 6, 2026.
The ACB said it remains committed to enforcing accountability and ensuring that abuse of public office is dealt with through strict legal action.
