SRINAGAR: The Cooperative Department has achieved a significant administrative milestone under the visionary leadership, strategic foresight, and steadfast dedication of the Commissioner Secretary, Cooperative Department, to institutionalise timely promotions and streamline service matters.

The department conducted DPC through PSC for regularisation of 113 eligible in-charge Assistant Registrars as Assistant Registrars, for the first time ever since 1999, marking a momentous achievement in ensuring administrative parity, transparency, and employee welfare.

This historic and landmark accomplishment would not have been possible without the relentless efforts and unwavering commitment, demonstrated through strategic insight, consistent follow-ups and proactive involvement and presenting this complex cause before the PSC with exceptional clarity and conviction by Registrar, Cooperative Societies J&K and Special Secretary, Cooperative Department, along with officers and officials ofthe  Administrative department under the guidance of Commissioner Secretary Cooperatives.

This long-pending issue has resulted in a backlog of cases over the years, affecting the career progression and service conditions of many deserving officers, many of whom have already retired. Recognising the importance of addressing this concern, the Department undertook a comprehensive review of pending cases, streamlined the regularisation process, and ensured strict adherence to all rules, regulations, and eligibility norms.

With this move, all the eligible incharge Assistant Registrars have been formally regularised as Assistant Registrars, and there is now no backlog in this category. The step brings much-needed clarity and security to the careers of those affected. This achievement reflects the Department’s continued commitment to timely administrative reforms, recognizing merit and service, and strengthening institutional governance.

With this step, confirmation of Assistant Registrars as Deputy Registrars under promotional quota will be initiated, enabling the department to fill the vacancies of Deputy Registrars.
