Yasha Mudgal reviews functioning of Cooperatives Department

Jammu: Secretary Cooperative, Yasha Mudgal, today chaired a meeting   to review working of the department.

Secretary stressed for rationalization of staff, strengthening of three tier structure of Cooperative Societies, expediting registration of Cooperatives Societies in general besides Tourism Cooperatives, Women Cooperatives, SC, ST and ALC Cooperatives in particular.

She asked the officers to achieve the target of registration of 1000 new Cooperatives Societies earmarked by the Lt. Governor. She also directed the Deputy Registrar Cooperative Societies to work for registration of at least one cooperative as a model cooperative at district level which will act as an umbrella Cooperative having linkages with other small scale Cooperatives to boost up their business activities.

Regarding merger of Cooperative Acts, Registrar Cooperative Societies J&K informed that a committee shall be constituted to examine the issue and furnish the recommendations in this regard so that the same are submitted to Law Department for vetting.

Secretary directed the Registrar Cooperative Societies (RCS) to furnish a project proposal to the administrative department regarding establishment of Superbazars in every district headquarter. She asked to engage one Chartered Accountant for existing functional Super Bazars at Jammu and Kashmir.

She also directed for installation of dashboards to monitor the registration process of Cooperatives and Farmer Producer Organizations. She also asked the Deputy Registrars to make local masses aware about e-portal, so that they may be able to register their Cooperatives/FPOs through online registration.

While reviewing progress under Capex budget 2021-22 of Cooperative Department, Secretary directed the Deputy Registrars to take up the matter with executing agency regarding timely completion of works with 100% utilization of funds by ending March, 2022.

Secretary said that  switching over to e-office has brought considerable improvement in disposal of official business besides establishing accountability by monitoring statistics of file movement thereby improving public service delivery.

The meeting was attended by Registrar, Cooperative Societies, Shafqat Iqbal online while Additional RCS Jammu, Director Finance, Additional Secretary Cooperative Department, Joint Registrar Audit/ Special Jammu, Deputy Director P&S and all Deputy Registrars, District Audit Officers, General Managers of Superbazars and Assistant Registrars participated in person.
