Jammu, Feb 24: Financial Commissioner, Health &Medical Education, Atal Dulloo Monday directed the concerned officers to fully implement the Aadhar Linked Birth Registration (ALBR) of newborns and Civil Registration System (CRS) under UIDAI till June this year.

FC issued these directions while chairing a meeting convened here in this regard.

FC stressed on completing all the technical and codal formalities for successful implementation of this program well before the specific time period.

He also enquired about the status and progress of constituent programs like training of staff, empanelment of H&ME department as Registrar of Births and Directorates of Health Services as enrolment agencies under UIDAI, procurement of necessary equipment and identification of staff to be trained for the task, an official press release said.

It said Duloo asked the officers to cover all the Associated Hospitals, District Hospitals, CHCs, PHCs and other private hospitals where most of the child births take place, under this program. He advised them to procure the necessary paraphernalia through the GoI sponsored GeM portal for speedy and quality acquisition of the same.

FC further asked the officers to start training the manpower within a month and incentivise the process by financially encouraging the basic level workers.

The representatives from Unique Identification Authority of India gave a detailed presentation about the process and benefits of this scheme. It was elaborated in the presentation that ALBR is the Aadhar linked birth registration at the time of child birth. Its integration with the national platform of Civil Registration System (CRS) would make the process of birth registration instant and hassle free, it added.

The meeting also deliberated upon the ways and means of making this process effective besides discussing about maximising the benefits by identifying all the commonly utilised delivery points. It also discussed smooth and speedy implementation of CRS here which would eventually help in successfully implementing this program.

Pertinent to mention here that this program will instantly give every newborn a unique identification in the shape of Birth Registration Number/Birth Application Number immediately after his/her birth. It will further give government and policy makers an insight about the future policy formulation. It will also benefit in tracking children for immunization, ICDS, School education and social welfare services, the meeting was informed. Besides, certified copies of birth registration could also be downloaded from CRS once the program gets successfully implemented.
