Jammu: The Jammu and Kashmir Legislative Assembly was informed on Sunday that Lieutenant Governor Manoj Sinha has assented to three Appropriation Bills passed by the House.

Secretary Legislative Assembly Manoj Kumar Pandit informed the House that the Lieutenant Governor gave assent on March 27 to the Jammu and Kashmir Appropriation Bill 2026 (LA Bill Nos. 4, 5 and 6 of 2026).

During the Budget Session, Chief Minister Omar Abdullah, who also holds the Finance portfolio, tabled seven reports of the Comptroller and Auditor General of India in the Assembly.

The reports related to public health infrastructure and management of health services, functioning of the University of Jammu, conservation and management of lakes in Jammu and Kashmir, revenue and public sector undertakings, civil audit and Union Territory revenue.

The Chief Minister also laid the Finance Accounts (Volumes I and II) and Appropriation Accounts for the financial year 2024-25 before the House.

Meanwhile, nine private members’ bills were introduced in the Assembly. Six of them were withdrawn after the government assured the members that the existing legal and regulatory framework was addressing the concerns raised.

The withdrawn bills included proposals moved by Qaysar Jamshaid Lone on amendment to the Cooperative Societies Act, Mir Saifullah on reservation for Below Poverty Line and Antyodaya families in private educational institutions, Nizam-ud-Din Bhat on equitable opportunities in civil services, Altaf Ahmad Wani on cutting of walnut trees, Mubarik Gul on benefits for the Chief Whip, and Bashir Ahmad Shah Veeri on protection of the River Jhelum.

Two private members’ bills moved by Waheed Ur Rehman Para for establishment of a university and by Balwant Singh Mankotia for protection of temples and retrieval of encroached land were rejected by voice vote in the House.

Another bill introduced by Pawan Kumar Gupta sought compassionate appointments for the next of kin of deceased government employees, security personnel and civilians affected by militancy or enemy action.
