Srinagar: The Jammu and Kashmir government will notify Model Recruitment Rules (MRRs) for the non-gazetted cadre in all Government Medical Colleges (GMCs) by September 30, Health and Medical Education Minister Sakeena Itoo said on Friday.
The announcement was made during a review meeting at the Civil Secretariat held against the backdrop of protests by employees of newly established GMCs over the absence of recruitment rules and service provisions.
The meeting was attended by senior officials of the Health and Medical Education Department and the Administrative Reforms, Inspections and Trainings (ARI & Trainings) Department, along with representatives of employees from GMC Anantnag and GMC Baramulla.
Officials discussed the proposed recruitment framework aimed at establishing a uniform mechanism for filling non-gazetted posts in the newly established medical colleges and their associated institutions.
Itoo directed the ARI & Trainings and Health departments to complete the exercise and notify the recruitment rules by September 30. She said the rules should provide a clear framework for recruitment and career progression of employees working in the institutions.
The minister stressed the need for uniformity across GMCs while addressing the specific staffing requirements of different departments. She directed officials to examine existing recruitment rules and incorporate provisions relating to eligibility, qualifications, experience, recruitment procedures, promotional avenues and other service matters before finalising the framework.
She said a well-defined recruitment structure was essential for strengthening institutional capacity and ensuring adequate manpower in the medical colleges.
Later, Itoo appealed to employees of the GMCs to call off their strike and assured them that their concerns would be addressed on priority.
