Centre says J&K receives ₹12,665 crore investment proposals under NCSS

NEW DELHI: Union Commerce and Industry Minister Piyush Goyal on Friday informed the Rajya Sabha that 918 industrial units have registered under the New Central Sector Scheme (NCSS)-2021 in Jammu and Kashmir with proposed investments of ₹12,665.47 crore, while the Union Territory has also received three foreign investment proposals worth ₹500 crore.

The information was provided in reply to a question raised by J&K BJP president and Rajya Sabha MP Sat Sharma, who sought details on foreign investment proposals, sectors attracting investment and measures taken by the Centre to promote industrial development in the Union Territory.

According to the Minister, 292 of the 398 eligible industrial units under the NCSS have commenced commercial production after grounding investments of around ₹3,415 crore, generating employment for nearly 29,000 people.

Goyal said the Centre has implemented several initiatives to strengthen the industrial ecosystem, including Make in India, Startup India, Production Linked Incentive (PLI) Schemes, One District One Product (ODOP), the National Industrial Corridor Development Programme (NICDP), the Industrial Information System and the Single Window System for investment clearances.

He also informed the House that the recently launched Bharat Audyogik Vikas Yojana (BHAVYA) aims to develop 100 investment-ready industrial parks across the country with a financial outlay of ₹33,660 crore, providing assistance of up to ₹1 crore per acre for eligible infrastructure. Jammu and Kashmir will also benefit from the scheme.

The Minister said the Union Territory has notified the Industrial Policy 2021-30, Industrial Land Allotment Policy, Private Industrial Estate Development Policy and the Policy for Promotion of Foreign Investment in the Industrial Sector to improve the investment climate. He added that during FY 2024-25 and FY 2025-26, foreign investment inflows were reported in sectors including food processing, computer software and hardware, pharmaceuticals, trading, hotel and tourism, and services.

Responding to the Minister’s reply, Sat Sharma said it reflected the Union Government’s commitment to promoting industrial growth and investment in Jammu and Kashmir. He claimed the Centre’s industrial policies and infrastructure initiatives were creating opportunities for employment, entrepreneurship and economic development in the Union Territory.
