SRINAGAR: The Jammu and Kashmir Government on Tuesday rejected claims made in an editorial titled “Self-Inflicted Industrial Isolation”, published in Daily Excelsior on July 29, saying the article had been carried without seeking the government’s comments or factual clarification.
In a statement, the government said it remains committed to promoting industrial growth, attracting investment and creating employment opportunities in the Union Territory through appropriate Government of India initiatives.
Referring to the Modified Special Incentive Package Scheme (M-SIPS) and the Electronics Manufacturing Clusters (EMC) Scheme, the government said both schemes were operational during a period when Jammu and Kashmir faced significant challenges related to industrial infrastructure, connectivity, logistics, market access and investor confidence.
It said the absence of a mature electronics manufacturing ecosystem, coupled with infrastructure constraints, made it difficult to attract investments under the schemes. According to the government, the EMC Scheme required around 100 acres (800 kanals) of land for establishing a manufacturing cluster, while the financial assistance available under the scheme was insufficient to offset the overall project cost in Jammu and Kashmir.
The government also said no industrial unit from Jammu and Kashmir had applied under the M-SIPS because of similar constraints and the lack of an established electronics manufacturing base.
Highlighting recent developments, the statement said investments worth ₹5,824.42 crore were grounded during the 2025-26 financial year, describing it as the highest investment recorded in a single financial year and nearly 13 times higher than the pre-policy period.
It added that the Union Territory has attracted investments worth ₹16,302 crore since 2020-21 and secured the fifth rank among states and Union Territories in the Business Reforms Action Plan (BRAP) 2024, earning recognition as a “Top Achiever” for improvements in the ease of doing business.
The government said it would continue to pursue measures aimed at boosting industrial development, employment generation and economic growth in Jammu and Kashmir.
