SRINAGAR: As the Election Commission of India (ECI) has ordered a Special Summary Revision (SSR) of Electoral Rolls-2023 in Jammu and Kashmir, a review meeting of District Election Authority was held under the Chairmanship of Deputy Commissioner Srinagar, Mohammad Aijaz Asad, who is also District Election Officer(DEO) here on Monday at Meeting Hall of the DC Office Complex. 

Additional District Development Commissioner, Zahoor Ahmad Mir, Additional Deputy Commissioner, Syed Shabir Ahmad, Deputy District Election Officer, Shakeel Hussain, all Electoral Registration Officers(EROs) and Assistant Electoral Registration Officers(AEROs),

Principals of various Degree Colleges, Chief Education Officer, District Social Welfare Officer, District Youth Services & Sports Officer, Officials from the District Election Authority Srinagar, and others concerned were present at the meeting.

At the outset, the DC/DEO took a detailed review of the action plan for the smooth and successful conduct of the Special Summary Revision(SSR) of Electoral Rolls-2023 to register all eligible electorates in all 08 Assembly segments of the Srinagar District.

On the occasion, the DEO was given a detailed overview of the exercise through a PowerPoint presentation and it was given out that the Special Summary Revision(SSR)–2023 with April 01, 2023 as the qualifying date is commencing from April 05 with the publication of Draft Electoral Rolls and culminate on May 10, 2023 with the Publication of Final Electoral Rolls.

Giving activity-wise details, the meeting was also informed that the date of Publication of the Integrated Draft Electoral Rolls of all Assembly Constituencies of Srinagar is 05-04-2023, while the period of filing claims and objections for Additions, Deletions, Corrections, and Transpositions is from 05-04-2023 to 20-04-2023.

 It was also informed that 2 Special Camps for Electoral Registration will be organised at all the Polling Stations of the District on April 9, 2023(Sunday) and April 15, 2023(Saturday), to have focused outreach to enrol all eligible electors and concerned Booth Level Officers (BLOs) shall remain available at respective booths with requisite Forms and Draft Electoral Rolls for the assistance of the Electors. It was also given that the Disposal of Claims and Objections shall be made by April 28, 2023(Friday). Similarly, checking health parameters and obtaining the Commission’s permission for final publication/Updating database and printing of supplements is April 04, 2023.

Speaking on the occasion, the DC/DEO emphasized on conducting extensive SVEEP awareness programmes in all the eight Assembly Constituencies of the District to maximize registration of all eligible electorates.

The DEO said that the prime objective of the Special Summary Revision(SSR)–2023) is to keep the Electoral Roll updated and to provide an opportunity to get fresh enrolment of young eligible voters having attained the age of 18 or more as on the qualifying date and to give opportunities for correction in particulars of electors and also to invite objections against any wrong inclusion in the Electoral Roll.

On the occasion, the DEO asked the Electoral Registration Officers(EROs) and Electoral Registration Officers Assistant(AEROs) to remain proactive to build awareness and activate all their resources for the successful conduct of all SVEEP programmes across all Assembly segments of the District Srinagar. He asked them to hold meetings with BLOs and achieve the target of attaining a minimum 60% of EP ratio.

The DEO also instructed all the EROs/AEROs to create momentum regarding the exercise from the day first and supervise the process with focused attention to ensure 100% registration of all eligible and ensure no elector is left unregistered keeping in view the limited period to conduct the exercise.

The Nodal Officers from Colleges and Schools of District for SVEEP were asked to conduct special awareness programmes in their respective Educational Institutions so that all eligible young voters are made aware to acquire the power to vote during the ongoing revision of rolls.

The DEO directed the Officers to conduct revision strictly under the ECI guidelines as per the schedule and complete the process within the given timeline. He exhorted upon the concerned Officers to take extra care while making the addition of new voters, left-out voters, deletion of absent/shifted/deceased electors, and modification in the particulars of already registered voters to improve the health of the Electoral Rolls and make it error-free. 

The DC also stressed on conducting an analysis of the Electoral Rolls to identify the areas and polling parts where most of the people are not registered in the Electoral Rolls. He further directed to holding special registration drives at prominent public places including markets, bus yards, and other crowded places in the District.

Earlier, the DEO was informed that as many as 725394 voters are already registered in all 8 Assembly segments of the District with 34779 male and 36015 female electorates. He was further informed that a total of 902 polling stations have been designated in Srinagar.
