Jammu: Expressing concern over under-utilisation of developmental funds earmarked for this financial year due to administrative inertia, National Conference Provincial President Rattan Lal Gupta today said that Jammu and Kashmir is facing a crisis like situation under the bureaucratic rule

“There is no accountability in the administration as a result of which the people are suffering on all fronts,” Rattan Lal Gupta said in a statement issued from Sher-e-Kashmir Bhavan.

He said connect of the bureaucracy with the people is all time low, which has impacted the governance hugely. The administrative and developmental inertia has led to a chaotic situation. In the current spell of the Lieutenant Governor’s rule, the people have no access to top echelons of the administration, especially at a time when the entire Jammu region is reeling under acute power crisis and drinking water supply apart from unprecedented inflation. He said all sectors of public service like health, sanitation, power, public health engineering etcetera are in shambles and the people have been left in lurch. Nobody is bothered to take cognizance and note of the problems faced by the citizens, he added.

Gupta asked the administration to wake up from its deep slumber and attend to the problems of the people as entire Jammu and Kashmir is reeling under the harsh winter conditions specially snow bound areas.

The Provincial President also exhorted the cadre to intensify their public outreach by reaching out to the people, identifying their grievances and submitting these to the provincial headquarters so that these are raised in Parliament as there is no mechanism for grievance redressal here. He expressed anguish that the J&K bureaucracy is showing scant regard to the issues being raised by the elected representatives. He said chosen representatives to Panchayats and other grass roots level democratic institutions have been rendered ineffective.

Referring to the problems faced by the people, Gupta said unemployment is witnessing unprecedented surge, crime rate is rising and the implementation of various schemes is pitiable. He said the wages to rural labour under MGNAREGA are unpaid for months together that have pushed the rural population to the wall.
