SPMRM was launched by the Ministry of Rural Development (MoRD) in 2016 to deliver integrated project based infrastructure in the rural areas, which will also includes focus on development of economic activities and skill development of youth. SPMRM is developing 300 Rurban clusters identified in rural India covering 35 States and UTs with the objective of bridging Rural-Urban divide. An Integrated Cluster Action Plan (ICAP) is prepared and approved for every cluster which is the key document outlining the requirements of the Cluster and the interventions needed to address these needs through convergence of various Central or State government schemes.

In Kashmir Division, the scheme is being implemented in cluster Khumriyal of Kupwara District comprising of 6 Gram panchayats with three each in Kalaroos and Wavoora CD blocks. The Cluster consists of 1386 Households and 14245 Souls.  An amount of Rs 57.26 Core has been approved for the Cluster with around 30% funds i.e 16.04 Crore coming from the Ministry of Rural Development as Critical Gap Funding (CGF) and remaining Rs 41.22 Crore through convergence of various Central / State Government Schemes.

Under the scheme as many as 21 categories of 272 projects/activities including Sanitation, Handicrafts, Health, Education, Agriculture, Horticulture,  power, transport, landscaping/tourism, Animal Husbandry etc have been  identified and approved in the Cluster. Out of these 272 projects/activities, 172 projects/activities have been completed with 108 assets geotagged and remaining under various stages of completion.

Director, RDD Kashmir urged all departments to work in mission mode to accomplish targets set for the FY 2021-22 so that the benefits of the scheme reach the target population. He asked all line departments to submit month-wise progress reports to the Nodal officer besides ensuring that the general public is made aware about the benefits of SPMRM.

Later, Tariq Zargar also inspected a number of ongoing and executed works under SPMRM at Khumriyal including Animal Husbandry centre, Tile paths, Khumriyal bridge, school buildings and other works with the direction to the officers to complete the projects expeditiously maintaining quality standards and specifications of work.
