Srinagar: Jammu and Kashmir Minister and National Conference General Secretary Ali Mohammad Sagar on Sunday said administrative constraints under the Union Territory framework were delaying several public welfare initiatives, including the proposed regularisation of daily-rated workers.
Addressing a meeting at the party headquarters, Sagar said Chief Minister Omar Abdullah had constituted a committee to examine the regularisation of daily wagers and directed it to submit its report within six months. However, the committee failed to meet the deadline, he said.
Sagar said the committee was headed by the Chief Secretary, who retired on Saturday, adding that the delay had affected the process of initiating regularisation.
He said such administrative hurdles highlighted the limitations of the Union Territory framework and reinforced the National Conference’s demand for restoration of Jammu and Kashmir’s statehood.
Sagar said the government was also working to address unemployment by creating government job opportunities, promoting self-employment and expanding skill development initiatives to generate livelihood opportunities for young people.
He said the government was committed to improving access to essential services, providing relief to economically weaker sections, strengthening healthcare and education infrastructure and completing development projects in urban and rural areas.
Despite limited powers and administrative constraints, Sagar said, public welfare and addressing people’s everyday concerns remained among the government’s priorities.
