Singhal called for greater coordination among departments and stressed that collective responsibility and timely execution of official work were essential to ensuring that development initiatives delivered tangible benefits to the public. She directed officers to expedite developmental works, dispose of pending matters promptly and avoid unnecessary delays in decision-making and implementation.

Emphasising public grievance redressal, the DC asked departments to remain accessible and responsive to people’s concerns. She also stressed transparency, integrity and accountability, directing officers to take responsibility for assigned tasks and ensure their timely completion.

The meeting also reviewed the implementation of government schemes and flagship programmes. Singhal called for regular monitoring of departmental performance and prompt resolution of bottlenecks to ensure that eligible beneficiaries received their entitlements without delay. All district and sectoral officers attended the meeting.

In Budgam, Deputy Commissioner Jatin Kishore reviewed ongoing developmental works, departmental performance and the implementation of government schemes during an introductory meeting with district and sectoral officers.

The review covered key programmes and initiatives, including the Jammu and Kashmir Competitiveness Improvement Project (JKCIP), Holistic Agriculture Development Programme (HADP), Pradhan Mantri Awas Yojana (PMAY), Mission YUVA, Agristack, solid waste management, Udyam Jagrati, Rural Development Department schemes and District Level Committee (DLC) cases.

Kishore directed executing agencies to complete approved works within stipulated timelines while maintaining quality standards. He also instructed departments to ensure timely tendering of approved projects so that execution could begin without unnecessary delays.

Stressing the need to achieve scheme targets, the DC asked officers to cover all eligible beneficiaries under welfare programmes within prescribed timelines. He called for regular reviews of major infrastructure projects, close monitoring of progress and timely resolution of implementation bottlenecks.

Kishore also emphasised public participation in planning and executing development initiatives, besides directing officers to maintain transparency, accountability and integrity and strengthen inter-departmental coordination.

The meeting was attended by the Chief Planning Officer, Additional Deputy Commissioner, Chief Education Officer, Chief Medical Officer, Sub-Divisional Magistrates, superintending engineers, tehsildars, block development officers and other sectoral officers.

Meanwhile, Athar Amir Ul Shafi Khan on Tuesday assumed charge as Mission Director of NHM J&K at the State Health Society office in the Old Secretariat, Srinagar. He succeeded Akriti Sagar, who was present during the transition and briefed him on the ongoing functioning of the office.

The joining ceremony was attended by the Director Planning, NHM J&K; Financial Advisor and Chief Accounts Officer, State Health Society, NHM J&K; Divisional Nodal Officer, NHM Kashmir; and other senior officials.

Addressing officers and staff after assuming charge, Khan stressed teamwork, innovation and a people-centric approach to healthcare delivery. He said NHM programmes should focus on ensuring accessible, affordable and quality healthcare across Jammu and Kashmir.
