SRINAGAR: Chief Secretary Atal Dulloo and Additional Secretary (Foreigners and Union Territories), Ministry of Home Affairs (MHA), Nitesh Vyas on Saturday reviewed the implementation of Centrally Sponsored Schemes (CSS) and the progress of major development projects across Jammu and Kashmir, with a focus on timely execution, monitoring and delivery of benefits.
The review meeting, held at the Sher-i-Kashmir International Conference Centre (SKICC), was attended by Additional Chief Secretaries, principal secretaries, administrative secretaries and senior officers of various departments.
Addressing the meeting, Dulloo called for a focused and outcome-oriented approach in implementing centrally sponsored and flagship schemes, stressing that projects should not only achieve physical targets but also deliver measurable benefits to the public. He directed departments to prioritise timely completion of projects, effective utilisation of funds and saturation of eligible beneficiaries under welfare programmes.
Vyas emphasised the need for inter-departmental coordination, efficient use of resources and regular monitoring to ensure that the benefits of government schemes reach intended beneficiaries without delay. He also urged departments to maintain close coordination with Union ministries for resolution of implementation issues.
The meeting reviewed progress under a wide range of schemes and sectors, including education, skill development, power, digital connectivity, health, housing, urban development, tourism, fisheries, sanitation and drinking water supply.
In the education sector, officials reviewed Samagra Shiksha, PM SHRI Schools, the Pradhan Mantri Kaushal Vikas Yojana (PMKVY) and preparedness for PM-SETU. Progress under the PM Surya Ghar-Muft Bijli Yojana, installation of smart meters, power infrastructure upgrades and projects under the Revamped Distribution Sector Scheme (RDSS) also came up for discussion.
The status of BharatNet Phase III was reviewed, with emphasis on expanding broadband connectivity and digital infrastructure.
In the social sector, officials assessed implementation of schemes including the Pradhan Mantri Jan Dhan Yojana (PMJDY), Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY), Pradhan Mantri Matru Vandana Yojana (PMMVY), POSHAN 2.0 and Saksham Anganwadi.
The meeting also reviewed progress under Atal Mission for Rejuvenation and Urban Transformation (AMRUT) 2.0, Pradhan Mantri Awas Yojana-Urban (PMAY-U), Swachh Bharat Mission-Urban (SBM-U), Ayushman Bharat, National Health Mission (NHM), TB Mukt Bharat and the National AYUSH Mission.
Rural development schemes, including Pradhan Mantri Awas Yojana-Gramin (PMAY-G), Jal Jeevan Mission (JJM) and Swachh Bharat Mission-Gramin, were also reviewed, with discussions focusing on fund utilisation, sanitation infrastructure, drinking water supply and waste management.
In the tourism sector, officials assessed the progress of projects under Swadesh Darshan 1.0 and 2.0, PRASHAD and the India Infrastructure Project Development Fund (IIPDF). Green mobility initiatives, civil aviation infrastructure and projects under FAME and PM-eBus schemes were also reviewed.
The meeting further discussed implementation of the Pradhan Mantri Matsya Sampada Yojana (PMMSY) and the Fisheries and Aquaculture Infrastructure Development Fund (FIDF), focusing on infrastructure development, productivity enhancement and livelihood generation in the fisheries sector.
Officials also reviewed the development of inland waterways and related infrastructure under the Ministry of Ports, Shipping and Waterways, including the potential for expanding passenger and goods transport through water-based connectivity.
Later, Dulloo and Vyas held a separate meeting to review the implementation of the new criminal laws and the legal framework governing immigration and foreigners management in Jammu and Kashmir.
